Pursuant to State Statues 13.172 (3) and 16.045 (5)(3) the Office of Energy Independence is reporting to your respective office the 2010 Biofuels and Alternative Fuels Use Report for distribution to the respective committees as directed by the Speaker and President.

To the Honorable, the Legislature:
According to Wisconsin School Law 121.87 in accordance with 13.172, the Board is required by law to submit the enclosed reports. School Law 121.87 states "... annually by May 1 the board of school directors of the school district operating under ch.
119 shall submit a report to the legislature under s. l3.172 (2) that specifies the number, percentage, race, sex, grade and attendance area of pupils transferred outside their attendance area without written consent under s. 121 .85 (6)(am)."
Enclosed you will find a report that meet the requirements stated above. The total number of intradistrict students bused under the Chapter
220 designation for the school year 2009-2010 equals 14,671. Of that number 684 either did not return a consent form or checked box indicating no consent. Students who have moved during the school year and no longer require parental consent were subtracted from the non-returned figure. The district did meet the requirement of ninety-five percent (95%) parents providing consent.

To the Honorable, the Legislature:
The Department of Health Services (DHS) is submitting the attached State Annual Performance Report for the Birth to 3 Program to meet the requirement in s.
51.44 (5)(c) to report on the Department's implementation progress. The enclosed report, which covers federal fiscal year 2008, was also submitted to the federal government per federal requirements.
The report highlights the very positive outcomes produced by the Birth to 3 Program. As intended, the vast majority, over 94%, of children are served in their homes or other settings such as child care centers. Parent satisfaction with the program remains high. In addition, most federally required compliance indicators identified by the Office of Special Education Programs (OSEP) achieved over a 95% compliance rate.
In the past year, the state and counties have engaged in a broad array of measures to improve the quality of the program. These efforts will continue to ensure that children with disabilities and their families are well served by Wisconsin's Birth to 3 Program. Of particular interest was an intensive collaborative effort with the Department of Public Instruction (DPI) on improving transition processes for children leaving the Birth to 3 Program and beginning special education services provided by local school districts.
