The Senate met.
The Senate was called to order by President Risser.

The roll was called, disclosing the presence of a quorum.
Pursuant to Senate Rule 15, the official attendance for session was:

Absent - None.
Absent with leave - None.
The Senate stood for the prayer which was offered by Pastor Ken Smith from St. John's Lutheran Church, our neighbors on East Washington Avenue in Madison.
"Gracious God, we lift before you the concerns of our state as this Senate begins its work today.
May our cities, towns, and villages be blessed with favorable weather, fruitful labor and commerce, and wise governance. May our citizens who struggle know the consolation or your care. May our agriculture be sustained through seed-time and harvest. May our fields, streams, meadows, forests, lakes and wildlife continue to know your protective hand.
May those who work for the common good in all areas of life be protected. And may our citizens recall the heritage and sacrifice of the sons and daughters of this state, especially this day the courage and memory of Army Sgt. Nikolas A. Mueller who died October 26 in Afghanistan, and Army Staff Sgt. Amy S. Krueger, who died at Fort Hood on November 5, as Wisconsin has contributed so much to our nation's safety and well being.
And as we ask you to shield us and our loved ones this day; may this Senate deliberate with wisdom, seek diligently the common good, care for one another in times of disagreement, and aspire to graceful compassion.
Amen."
The Senate remained standing and Senator Lassa led the Senate in the pledge of allegiance to the flag of the United States of America.

I respectfully request a joint session of the Wisconsin State Legislature for Tuesday, January 26, 2010 at 7:00 P.M. This joint session will be for the purpose of delivering the 2010 State of the State Address.
