6registration plate issued on an annual basis shall pay a fee of $15 for the issuance
7of the plate and $15 in each succeeding year to maintain the plate. In addition to the
8regular application fee provided under s. 341.25 (1) (b) or 341.26 (3) (a) 1., the
9applicant for a personalized registration plate issued on a biennial basis shall pay
10a fee of $30 for issuance of the plate if the plate is issued during the first year of the
11biennial registration period or $15 for issuance of the plate if the plate is issued
12during the 2nd year of the biennial registration period. The fee to maintain a
13personalized plate issued on a biennial basis is $30. The fee for reissuance of a
14personalized plate shall be $15 for an annual registration and $30 for a biennial
15registration. An applicant for a personalized plates plate issued under sub. (1) (b)
16or (c) shall not be required to pay the fee for initial issuance of the plates plate.
AB75, s. 2837 17Section 2837. 341.145 (7) of the statutes is amended to read:
AB75,1438,2318 341.145 (7) The department may refuse to issue any combination of letters or
19numbers, or both, which may carry connotations offensive to good taste or decency,
20or which would be misleading, or in conflict with the issuance of any other
21registration plates plate. All decisions of the department with respect to
22personalized registration plate applications shall be final and not subject to judicial
23review under ch. 227.
AB75, s. 2838 24Section 2838. 341.145 (8) of the statutes is amended to read:

2personalized registration plates plate issued which contain contains any
3combination of letters or numbers, or both, which the department determines may
4carry connotations offensive to good taste and decency or which may be misleading.
5Any person ordered to return such plates a plate under this subsection shall either
6be reimbursed for any additional fees they paid for the plates plate for the
7registration year in which they are recalled, or be given at no additional cost a
8replacement personalized registration plates plate, the issuance of which is in
9compliance with the statutes. A person who fails to return a personalized
10registration plates plate upon request of the department may be required to forfeit
11not more than $200.

2display a registration decal or tag and the remaining plate must comply with the
3requirements of sub. (1).

23$2 for each the plate, the department shall issue a replacement.

8of the vehicle to which the plate is attached shall apply to the department for a
9replacement. Except as provided in sub. (2m), upon receipt of satisfactory proof of
10illegibility, and upon payment of a fee of $2 for each the plate, the department shall
11issue a replacement. Upon receipt of a replacement plate, the applicant shall destroy
12the illegible plate.
AB75, s. 2848 13Section 2848. 341.16 (2m) of the statutes is amended to read:
AB75,1441,2014 341.16 (2m) Upon request therefor and payment of a fee of $10, the department
15may issue an applicant for a replacement plates plate for an automobile registered
16pursuant to the registration system under s. 341.27 a registration plates plate of the
17design specified in s. 341.13 for the plate issuance cycle next succeeding the cycle
18under which the original plates were plate was issued. The department may limit
19the receipt of requests under this subsection to applicants for a renewal registration
20of a motor vehicle.

23new number and issue a new plate rather than a duplicate of the original if in its
24judgment that is in the best interests of economy or prevention of fraud. Upon receipt
25of a replacement plate, the applicant shall destroy all plates the plate replaced.

AB75, s. 2853 7Section 2853. 341.265 (1) of the statutes is amended to read:
AB75,1442,198 341.265 (1) Any person who is a resident of this state and the owner or
9subsequent transferee of a motor vehicle which has a model year of 1945 or earlier
10and which has not been altered or modified from the original manufacturer's
11specifications may upon application register the same as an antique vehicle upon
12payment of a fee of $5, and be furnished a registration plates plate of a distinctive
13design, in lieu of the usual registration plates plate, which shall show in addition to
14the registration number that the vehicle is an antique. The registration shall be
15valid while the vehicle is owned by the applicant without the payment of any
16additional fee. The vehicle shall only be used for special occasions such as display
17and parade purposes or for necessary testing, maintenance and storage purposes.
18A motorcycle may be registered as an antique vehicle if all of the requirements for
19registration specified in this subsection are satisfied.
AB75, s. 2854 20Section 2854. 341.265 (1m) of the statutes is amended to read:
AB75,1442,2521 341.265 (1m) A person who registers an antique motor vehicle under sub. (1)
22may furnish and display on the vehicle a historical plate from or representing the
23model year of the vehicle if the registration and plates plate issued by the department
24are simultaneously carried in or, with respect to an antique motorcycle, with the
25vehicle and are available for inspection.

AB75,1443,82 341.266 (2) (a) Any person who is the owner of a special interest vehicle that
3is 20 or more years old at the time of making application for registration or transfer
4of title of the vehicle and who, unless the owner is an historical society that is exempt
5from federal income taxes, owns, has registered in this state, and uses for regular
6transportation at least one vehicle that has a regular registration plates plate may
7upon application register the vehicle as a special interest vehicle upon payment of
8a fee under par. (b).
AB75, s. 2856 9Section 2856. 341.266 (2) (c) of the statutes is amended to read:
AB75,1443,1410 341.266 (2) (c) The department shall furnish the owner of the vehicle with a
11registration plates plate of a distinctive design in lieu of the usual registration plates
12plate, and those plates that plate shall show that the vehicle is a special interest
13vehicle owned by a Wisconsin collector. Upon application, the owner may reregister
14the vehicle without the payment of any additional fee.
AB75, s. 2857 15Section 2857. 341.266 (2) (d) of the statutes is amended to read:
AB75,1443,2016 341.266 (2) (d) Each collector applying for a special interest vehicle registration
17plates plate will be issued a collector's identification number which will appear on
18each the plate. Second and all subsequent registrations under this section by the
19same collector will bear the same collector's identification number followed by a
20suffix letter for vehicle identification.
AB75, s. 2858 21Section 2858. 341.266 (2) (e) 3. of the statutes is amended to read:
AB75,1444,222 341.266 (2) (e) 3. Except as provided in s. 341.09 (7), no special interest vehicle
23may be operated upon any highway of this state during the month of January unless
24the owner of the vehicle reregisters the vehicle under s. 341.25 and replaces the

2plates plate or transfers a regular registration plates plate to the vehicle.

5time only) processing fee of $50 to defray the cost of issuing the original collector's
6special interest vehicle registration plates plate and to ensure that each collector will
7be issued only one collector's identification number.

13street modified or homemade vehicle upon payment of a fee under par. (b), provided
14that the vehicle is one of the following:

AB75,1444,2116 341.268 (2) (c) The department shall furnish the owner of the vehicle with a
17registration plates plate of a distinctive design in lieu of the usual registration plates
18plate, and those plates that plate shall show that the vehicle is a reconstructed,
19replica, street modified or homemade vehicle owned by a Wisconsin hobbyist. Upon
20application, the owner may reregister the vehicle without the payment of any
21additional fee.

AB75,1445,223 341.268 (2) (d) Each hobbyist applying for a reconstructed, replica, street
24modified or homemade vehicle registration plates plate will be issued a hobbyist's
25identification number which will appear on each the plate. Second and all

1subsequent registrations under this section by the same hobbyist will bear the same
2hobbyist's identification number followed by a suffix letter for vehicle identification.

AB75,1445,94 341.268 (2) (e) 3. Except as provided in s. 341.09 (7), no reconstructed, replica,
5street modified or homemade vehicle may be operated upon any highway of this state
6during the month of January unless the owner of the vehicle reregisters the vehicle
7under s. 341.25 and replaces the distinctive registration plates plate issued under
8par. (c) with a regular registration plates plate or transfers a regular registration
9plates plate to the vehicle.

22under the system of registration prescribed by this section, the department shall
23register the automobile which is the subject of the application for the remainder of
24the unexpired registration period.

9plates which were plate that was removed from an automobile which the applicant

11or has been registered as a special interest vehicle under s. 341.266 (2) (a) or a
12reconstructed, replica, street modified or homemade vehicle under s. 341.268 (2) (a),
13and the plates were plate was issued under the system of registration prescribed by
14s. 341.27, the applicant is exempt from the payment of a registration fee, except in
15the following cases:

AB75,1446,2317 341.28 (2) (a) If the annual fee prescribed for the automobile being registered
18is higher than the annual fee prescribed for the automobile from which the plates
19were
plate was removed, the applicant shall pay a fee computed on the basis of
20one-twelfth of the difference between the 2 annual fees multiplied by the number of
21months for which the automobile which is the subject of the application is being
22registered. The start of the new registration, for the purpose of computing the fee,
23shall be determined in accordance with sub. (7).

1341.28 (2) (b) If the automobile which is the subject of the application was
2owned by the applicant at any time during the month in which the transfer,
3termination of the consumer lease, discontinuance of use on the highways, junking
4or registration under s. 341.266 (2) (a) or 341.268 (2) (a) of the other automobile
5occurred and was not currently registered at the time of such transfer, termination
6of the consumer lease, discontinuance of use on the highways, junking or registration
7under s. 341.266 (2) (a) or 341.268 (2) (a), the applicant shall pay a fee to be computed
8as provided in subs. (3) to (5) but shall receive a credit for the unused portion of the
9current registration. The credit shall be computed on the basis of one-twelfth of the
10annual fee paid for the vehicle from which the plates were plate was removed
11multiplied by the number of months remaining in the registration period
12represented by the removed plates plate, including the month during which the
13applicant transferred, discontinued to use on the highways, junked or registered
14under s. 341.266 (2) (a) or 341.268 (2) (a) or terminated the consumer lease of the
15automobile from which the plates were plate was removed.
AB75, s. 2870 16Section 2870. 341.28 (3) of the statutes is amended to read:

18under the circumstances described in sub. (2) and the automobile which is the subject
19of the application has not previously been registered in this state by the applicant,
20the fee payable by the applicant shall be computed on the basis of one-twelfth of the
21annual fee multiplied by the number of months for which the automobile is being
22registered, the start of such registration period to be determined in accordance with
23sub. (7).

10of application and the applicant desires to register for the succeeding registration
11period as well as for the remainder of the current period, the department upon
12registering the vehicle shall issue a registration plates plate designed for the
13succeeding registration period rather than for the current period. Such plates also
14serve
The plate also serves during the remainder of the current registration period
15as lawful evidence of the registration of the vehicle. This subsection does not affect
16computation of fee payable by the applicant.
AB75, s. 2873 17Section 2873. 341.295 (3) (a) of the statutes is amended to read:
AB75,1448,2318 341.295 (3) (a) If the applicant holds a registration plates which were plate that

removed from a vehicle under s. 341.31 (4) (c), 342.15 (4) (a) or 342.34 (1) (c) or
20(2) (c), and the plates were plate was issued under the monthly series system, the
21department shall register a replacement vehicle of the same type and gross weight
22which is the subject of the application for the remainder of the unexpired registration
23period.
