SB519,1,3 1An Act to create 341.08 (2) (f) and 341.143 of the statutes; relating to: the
2issuance by the Department of Transportation of Eagle Scout decals to be
3affixed to motor vehicle registration plates and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Transportation (DOT) to provide Eagle
Scout decals (stickers) to certain applicants for motor vehicle registration. An
applicant who states in an application for original or renewal registration of certain
vehicles, including automobiles and light-duty trucks, that the applicant or a
member of the applicant's immediate family has achieved the rank of Eagle Scout in
the Boy Scouts of America may request that DOT provide to the applicant one Eagle
Scout sticker to be affixed to the applicant's registration plate. DOT may charge a
fee for the decals that approximates DOT's cost of providing the decals.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB519, s. 1 4Section 1. 341.08 (2) (f) of the statutes is created to read:

1341.08 (2) (f) An opportunity for the applicant to state whether the applicant
2or a member of the applicant's immediate family has achieved the rank of Eagle
3Scout in the Boy Scouts of America.
SB519, s. 2 4Section 2. 341.143 of the statutes is created to read:
SB519,2,15 5341.143 Eagle Scout decals. Upon request by an applicant for original or
6renewal registration of a vehicle specified in s. 341.14 (6r) (b) 1. who states in the
7application that the applicant or a member of the applicant's immediate family has
8achieved the rank of Eagle Scout in the Boy Scouts of America, the department shall
9provide to the applicant, to be affixed to one of the registration plates issued to the
10applicant, a decal that includes a symbol associated with the Eagle Scouts and
11instructions for placement of the decal on the registration plate. For each
12registration plate or set of registration plates issued to the applicant, the department
13may provide no more than one decal under this section. For each decal provided
14under this section, the department may charge a fee that approximates the
15department's cost of providing the decal.
SB519, s. 3 16Section 3. Fiscal changes.
SB519,3,217 (1) In the schedule under section 20.005 (3) of the statutes for the appropriation
18to the Department of Transportation under section 20.395 (5) (cq) of the statutes, as
19affected by the acts of 2009, the dollar amount is increased by $2,000 for the first
20fiscal year of the fiscal biennium in which this subsection takes effect to provide
21funding for Eagle Scout decals under section 341.143 of the statutes, as created by
22this act. In the schedule under section 20.005 (3) of the statutes for the appropriation
23to the Department of Transportation under section 20.395 (5) (cq) of the statutes, as
24affected by the acts of 2009, the dollar amount is increased by $5,000 for the second
25fiscal year of the fiscal biennium in which this subsection takes effect to provide

1funding for Eagle Scout decals under section 341.143 of the statutes, as created by
2this act.
SB519, s. 4 3Section 4. Initial applicability.
SB519,3,64 (1) This act first applies to applications for original or renewal vehicle
5registration received by the department of transportation on the effective date of this
6subsection.
SB519, s. 5 7Section 5. Effective date.
SB519,3,98 (1) This act takes effect on the first day of the 4th month beginning after
9publication.
