AB40-ASA1,55,76 (e) "State operations" means all purposes except aids to individuals and
7organizations and local assistance.
AB40-ASA1,55,14 8(2) State agency expenditures for state operations. (a) Beginning on July
91, 2013, the department shall ensure that all state agency expenditures for state
10operations exceeding $100, including salaries and fringe benefits paid to state
11agency employees, are available for inspection on a searchable Internet Web site
12maintained by the department. Copies of each financial instrument relating to these
13expenditures, other than payments relating to state employee salaries, shall be
14available for inspection on the searchable Internet Web site.
AB40-ASA1,55,1915 (b) The department shall categorize the expenditure information under par. (a)
16by state agency, expenditure category, expenditure amount, and the person to whom
17the expenditure is made. If any of the expenditure information may be found on other
18Web sites, the department shall ensure that the information is accessible through the
19searchable Internet Web site under par. (a).
AB40-ASA1,55,2320 (c) Beginning with expenditures made on July 1, 2013, state agencies shall
21provide the department with all expenditure information required under par. (a) no
22later than 60 days after the expenditure is made. The department may specify the
23format in which state agencies provide the expenditure information.
AB40-ASA1,56,2 24(3) State agency contracts and grants. (a) Beginning on July 1, 2013, the
25department shall ensure that all of the following information relating to each grant

1made by a state agency or contract entered into by a state agency is available for
2inspection on a searchable Internet Web site maintained by the department:
AB40-ASA1,56,33 1. A copy of the contract and grant award.
AB40-ASA1,56,44 2. The state agency making the grant or entering into the contract.
AB40-ASA1,56,65 3. The name and address of the person receiving the grant or entering into the
6contract.

AB40-ASA1,56,108 5. The amount of the grant or the amount the state agency must expend under
9the contract and the name of the state fund from which the grant is paid or moneys
10are expended under the contract.
AB40-ASA1,56,1711 (b) Beginning with grants made and contracts entered into by state agencies
12on July 1, 2013, state agencies shall provide the department with all of the
13information required under par. (a) no later than 10 days after the state agency
14makes a grant or enters into a contract. The department may specify the format in
15which state agencies provide the information. The department shall make the
16information available on the searchable Internet Web site no later than 30 days after
17the state agency makes a grant or enters into a contract.

18purpose of organizing the expenditure information that is required under sub. (3) (b)
19and (c).
AB40-ASA1,58,22 20(5) Notwithstanding sub. (4), once a state agency has used a certain format for
21its report, the state agency shall use that format for all future reports submitted
22under this section.
AB40-ASA1, s. 218f 23Section 218f. 16.50 (1) (a) of the statutes is amended to read:
AB40-ASA1,59,1024 16.50 (1) (a) Each department except the legislature and the courts shall
25prepare and submit to the secretary an estimate of the amount of money which it

1proposes to expend, encumber or distribute under any appropriation in ch. 20. The

4waive the submission of estimates of other than administrative expenditures from

7for expenditure of any amount designated as a refund of an expenditure under s.
820.001 (5). Estimates shall be prepared in such form, at such times and for such time
9periods as the secretary requires. Revised and supplemental estimates may be
10presented at any time under rules promulgated by the secretary.

1(b) The board of regents or chancellor may not create or abolish any position
2under par. (a) until the board or chancellor and the department have entered into a
3memorandum of understanding that establishes a methodology for identifying and
4accounting for the cost of funding any positions that are created, including any
5amounts that the board or chancellor may include in a certification to the department
6under s. 20.928 (1). The board or chancellor and the department shall enter into the
7memorandum of understanding no later than September 1, 2002.
