(3) A chief executive officer shall be nominated by the governor, and
8with the advice and consent of the senate appointed, to serve at the pleasure of the
9governor. The board may delegate to the chief executive officer any powers and
10duties the board considers proper. The chief executive officer shall receive such
11compensation as may be determined by the board
, except that the board may not
12include any bonus or incentive payment in the compensation paid to the chief
1executive officer and the board may not pay the chief executive officer more than a
2state employee with comparable duties.
