AB11-AA23,1,11 At the locations indicated, amend the bill as follows:
AB11-AA23,1,3 21. Page 1, line 3: after "facilities," insert "studies concerning certain proposed
3state facilities,".
AB11-AA23,1,4 42. Page 9, line 6: after that line insert:
AB11-AA23,1,5 5" Section 4m. 13.48 (10) (a) of the statutes is amended to read:
AB11-AA23,2,76 13.48 (10) (a) No state board, agency, officer, department, commission or body
7corporate may enter into a contract for the construction, reconstruction, remodeling
8of or addition to any building, structure, or facility, in connection with any building
9project which involves a cost in excess of $150,000 without completion of final plans
10and arrangement for supervision of construction and prior approval by the building
11commission. The building commission shall not approve a project to construct a new
12enclosed state facility before receiving a consolidation study from the department of
13administration pertaining to the proposed construction.
The building commission

1may not approve a contract for the construction, reconstruction, renovation or
2remodeling of or an addition to a state building as defined in s. 44.51 (2) unless it
3determines that s. 44.57 has been complied with or does not apply. This section
4applies to the department of transportation only in respect to buildings, structures
5and facilities to be used for administrative or operating functions, including
6buildings, land and equipment to be used for the motor vehicle emission inspection
7and maintenance program under s. 110.20.".
AB11-AA23,2,8 83. Page 23, line 2: after that line insert:
AB11-AA23,2,9 9" Section 41m. 16.85 (17) of the statutes is created to read:
AB11-AA23,2,1510 16.85 (17) At the request of the building commission, to perform a consolidation
11study with respect to any proposed new enclosed state facility examining the other
12state facilities located within 30 miles of the site of the proposed facility that could
13be used to meet the need for the proposed new facility, the suitable enclosed space
14within those facilities, the age of the other facilities, and the land surrounding those
15facilities that would be available for expansion of those facilities.".
