Section 4m. 38.10 (1) of the statutes is repealed and recreated to read:

3committee consisting of the chairpersons of the boards of supervisors of the counties
4located in whole or in part in the district and the county executive of the county
5having the largest population in the district or, if that county does not have a county
6executive, the county administrator or administrative coordinator of that county.".

appointment committee member from the appropriate
9governmental unit specified under sub. (1) (a), (b) or (c) county executive, county
10administrator, or administrative coordinator, whichever is appropriate, of the county 11having the largest population in the district shall act as chairperson of the

Notwithstanding section 38.08 (1) (b) of the statutes, the initial members
22of technical college district boards, as specified in section 38.08 (1) (a) 1., as affected
23by this act, shall be appointed as follows:

1(a)
Two of the members specified in section 38.08 (1) (a) 1. a. of the statutes, as
2affected by this act, and the member specified in section 38.08 (1) (a) 1. b. of the
3statutes, as affected by this act, shall have terms expiring on June 30, 2014. Of the
4members specified in section 38.08 (1) (a) 1. a. of the statutes, as affected by this act,
5who are appointed under this paragraph, one member shall represent employers
6with 15 or more employees and one member shall represent employers with 100 or
7more employees and one of those members shall represent employers who are
8manufacturing businesses. The members appointed under this paragraph shall
9replace the members of the district board appointed under section 38.08 (1) (a) 1.,
102009 stats., whose terms were scheduled to expire on June 30, 2012.

(b) Two of the members specified in section 38.08 (1) (a) 1. a. of the statutes, as
12affected by this act, and one of the members specified in section 38.08 (1) (a) 1. d. of
13the statutes, as affected by this act, shall have terms expiring on June 30, 2015. Of
14the members specified in section 38.08 (1) (a) 1. a. of the statutes, as affected by this
15act, who are appointed under this paragraph, one member shall represent employers
16with 15 or more employees and one member shall represent employers with 100 or
17more employees and one of those members shall represent employers who are
18manufacturing businesses. The members appointed under this paragraph shall
19replace the members of the district board appointed under section 38.08 (1) (a) 1.,
202009 stats., whose terms were scheduled to expire on June 30, 2013.

(c)
One of the members specified in section 38.08 (1) (a) 1. a. of the statutes, as
22affected by this act, the member specified in section 38.08 (1) (a) 1. c. of the statues,
23as affected by this act, and one of the members specified in section 38.08 (1) (a) 1. d.
24of the statutes, as affected by this act, shall have terms expiring on June 30, 2016.
25The members appointed under this paragraph shall replace the members of the
1district board appointed under section 38.08 (1) (a) 1., 2009 stats., whose terms were
2scheduled to expire on June 30, 2014.".
