SUBJECT: Wisconsin's FFY 2012 Edward Byrne Memorial Justice Assistance Grant Application and Request for State Legislative Review and Comment
The Anti-Drug Abuse Act of 1988 requires that each participating state's legislature or its designated body be offered an opportunity to review its proposed application for annual formula grant funds. The Act allows the legislature 30 days for review and comment.
Attached is a copy of Wisconsin's application for funds, as submitted via the Federal Grants Management System, which is the web-based application that is provided by the U.S. Department of Justice, Bureau of Justice Assistance. As directed by the federal guidelines for this program, the grant application describes the planning process used to develop a statewide strategic plan for prioritizing JAG funding.
The amount of funding available for FFY 2012 is $3,004,940.

To the Honorable, the Assembly:
As required by s. 13.94 (1)(de), Wis. Stats., we have completed a financial audit of the Local Government Property Insurance Fund, which provides property insurance to counties, cities, towns, villages, school districts, and other local units of government. The Property Fund is administered by the Office of the Commissioner of Insurance (OCI). As of June 30, 2011, it insured $50.0 billion in property owned by 1,087 local units of government. We have issued an unqualified opinion on the Property Fund's financial statements for the fiscal years (FYs) ended June 30, 2011, June 30, 2010, and June 30, 2009.
The Property Fund's surplus balance, or net assets available to pay future claims, declined from $41.2 million as of June 30, 2009, to $20.5 million as of June 30, 2011. A $12.0 million dividend declared during FY 2009-10 and the highest level of claims activity to date during FY 2010-11 each contributed to the decline in the surplus balance. In response, OCI is implementing premium rate increases and will continue monitoring the surplus balance.
We appreciate the courtesy and cooperation extended to us by OCI staff and the private contractors responsible for administration of the Property Fund. OCI's response follows our report.
