AB575,1,5 1An Act to amend 24.61 (3) (a) 3. and 38.28 (1m) (a) 1.; and to create 38.14 (15)
2and 238.27 of the statutes; relating to: directing the Wisconsin Economic
3Development Corporation to develop a workforce training program and
4authorizing a technical college district board to obtain a state trust fund loan
5to provide workforce training.
Analysis by the Legislative Reference Bureau
This bill directs the Wisconsin Economic Development Corporation (WEDC) to
develop and implement a program to identify businesses that require workforce
training in order to begin or expand operations in this state. WEDC must also
determine whether the district board of the technical college district in which an
identified business is or will be located is able to provide the needed workforce
training at no cost to the business for a specified period.
The bill authorizes a technical college district board to obtain a state trust fund
loan for the purpose of providing the workforce training described above and
authorizes WEDC to repay the loan on behalf of the technical college district. The
training may occur at a district facility or at the business.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB575, s. 1 1Section 1. 24.61 (3) (a) 3. of the statutes is amended to read:
AB575,2,32 24.61 (3) (a) 3. A technical college district as provided under s. 38.14 (15) or
367.04 or otherwise authorized by law.
AB575, s. 2 4Section 2. 38.14 (15) of the statutes is created to read:
AB575,2,105 38.14 (15) Workforce training program; loans. The district board may obtain
6a state trust fund loan under subch. II of ch. 24 to provide workforce training to a
7business identified under s. 238.27 (1) at no cost to the business. If a district board
8obtains such a loan, it may enter into an agreement with the board of directors of the
9Wisconsin Economic Development Corporation in which the corporation agrees to
10pay the interest on and principal of the loan.
AB575, s. 3 11Section 3. 38.28 (1m) (a) 1. of the statutes is amended to read:
AB575,2,2012 38.28 (1m) (a) 1. "District aidable cost" means the annual cost of operating a
13technical college district, including debt service charges for district bonds and
14promissory notes for building programs or capital equipment, but excluding all
15expenditures relating to auxiliary enterprises and community service programs, all
16expenditures funded by or reimbursed with federal revenues, all receipts under sub.
17(6) and ss. 38.12 (9), 38.14 (3) and, (9), and (15), 118.15 (2) (a), and 118.55 (7r), all
18receipts from grants awarded under ss. 38.04 (8), (20), (28), and (31), 38.14 (11),
1938.26, 38.27, 38.33, and 38.38, all fees collected under s. 38.24, and driver education
20and chauffeur training aids.
AB575, s. 4 21Section 4. 238.27 of the statutes is created to read:

1238.27 Workforce training program. (1) The corporation shall develop and
2implement a program to identify businesses that require workforce training in order
3to begin or expand operations in this state and to determine whether the technical
4college district board of the technical college district in which an identified business
5is or will be located is able to provide the needed workforce training at no cost to the
6business for a specified period.
AB575,3,13 7(2) If the corporation determines that the technical college district board of the
8technical college district in which a business identified under sub. (1) is located is
9able to provide the needed workforce training, as described under sub. (1), the
10corporation shall enter into an agreement with the technical college district board
11to repay a loan that is obtained by the technical college district board under s. 38.14
12(15). The corporation may make payments under an agreement entered into under
13this subsection from the appropriations under s. 20.192 (1) (a), (k), and (r).
