Whereas, the American Jobs Act requires immediate passage to strengthen the
4economy and protect Wisconsin's middle class; and

Whereas, President Obama's bill will cut the payroll tax in half to 3.1 percent
7for about 98 percent of businesses in the country; and

Whereas, in Wisconsin, some 110,000 businesses would receive a payroll tax
9reduction under the American Jobs Act; and

Whereas, a typical Wisconsin household with a median income of about $51,000
11would receive a tax cut of about $1,580; and

Whereas, the president's plan includes $50 billion in immediate investments
13for our crumbling highways, transit rail, and aviation infrastructure, helping make
14the United States competitive in the 21st century economy; and

1Whereas, infrastructure investments in Wisconsin of approximately $575.4
2million would lead to an estimated 7,500 local jobs; and

Whereas, the plan also would include $35 billion in education investments that
4will create 21st century jobs; and

Whereas, in Wisconsin this means $368.7 million in funding to support as many
6as 4,800 teaching jobs; and

Whereas, the president is also proposing $15 billion in an effort to rehabilitate
8hundreds of thousands of vacant and foreclosed homes and businesses, which could
9result in Wisconsin receiving more than $27.4 million that would support hundreds
10of jobs; and

Whereas, as part of $5 billion in investments to modernize community colleges,
12Wisconsin could receive $79.9 million in funding for the state's strapped community
13college system; and

Whereas, the president's plan would include new funding to ensure that 58,100
15job seekers in Wisconsin would not lose their unemployment insurance in just the
16first six weeks of the bill's passage; and

Whereas, the benefits to Wisconsin, which faces an unemployment crisis, are
18many—which is why the bill requires immediate passage and should not fall prey to
19partisanship; now, therefore, be it
