1An Act to create 13.086 of the statutes;
relating to: prohibiting a vote on bills
2during the first 21 days after introduction.

Under this bill, no house of the legislature may vote on passage of a bill until
21 days after the bill's introduction, unless two-thirds of the members elected to that
house vote to suspend the 21-day waiting period.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1. 13.086 of the statutes is created to read:

413.086 Waiting period to vote on bills. No house of the legislature may vote
5on passage of a bill until 21 days after the bill's introduction, unless two-thirds of the
6members elected to that house vote to suspend the waiting period described under
7this section.

1(1) This act first applies to bills introduced on the effective date of this
