22registration plate issued under s. 341.14 (1) to a disabled veteran or on his or her
23behalf is exempt from any ordinance imposing time limitations on parking in any
24street or highway zone and parking lot, whether municipally owned or leased, or both
25municipally owned and leased or a parking place owned or leased, or both owned and

1leased by a municipal parking utility, with one-half hour or more limitation but
2otherwise is subject to the laws relating to parking. Where the time limitation on a
3metered stall is one-half hour or more, no meter payment is required. Parking
4privileges granted by this subsection are limited to the disabled veteran to whom or
5on whose behalf the special plates were plate was issued and to qualified operators
6acting under the disabled veteran's express direction with the disabled veteran
7present.

18designates the vehicle as a vehicle used by a physically disabled person.

9vehicles by persons with physical disabilities and which is immediately adjacent to
10any portion of a street, highway or parking facility reserved, by official traffic signs
11indicating the restriction, for vehicles displaying a special registration plates plate
12issued under s. 341.14 (1), (1a), (1e), (1m), or (1q) or a special identification card
13issued under s. 343.51 or vehicles registered in another jurisdiction and displaying
14a registration plate, card or emblem issued by the other jurisdiction which
15designates the vehicle as a vehicle used by a person with a physical disability.
SB432, s. 118 16Section 118. 349.13 (1m) of the statutes is amended to read:
SB432,43,417 349.13 (1m) In addition to the requirements under s. 346.503 (1m), the
18department, with respect to state trunk highways outside of corporate limits and
19parking facilities under its jurisdiction, and local authorities, with respect to
20highways under their jurisdiction including state trunk highways or connecting
21highways within corporate limits and parking facilities within corporate limits, may,
22by official traffic signs indicating the restriction, prohibit parking, stopping or
23standing upon any portion of a street, highway or parking facility reserved for any
24vehicle bearing a special registration plates plate issued under s. 341.14 (1), (1a),
25(1e), (1m), or (1q) or a motor vehicle, other than a motorcycle, upon which a special

1identification card issued under s. 343.51 is displayed or any vehicle registered in
2another jurisdiction and displaying a registration plate, card or emblem issued by
3the other jurisdiction which designates the vehicle as a vehicle used by a physically
4disabled person.
SB432, s. 119 5Section 119. 885.237 (2) of the statutes is amended to read:
SB432,43,136 885.237 (2) Notwithstanding s. 341.04, the fact that an automobile or motor
7truck having a registered weight of 8,000 pounds or less is located on a highway, as
8defined in s. 340.01 (22), and is not displaying a valid registration plates plate, a
9temporary operation plate or other evidence of registration as provided under s.
10341.18 (1) is prima facie evidence, for purposes of ch. 341, that the vehicle is an
11unregistered or improperly registered vehicle. This subsection does not apply to
12violations of ordinances enacted under s. 341.65, but this subsection does apply to
13violations of ordinances enacted under s. 341.65, 2003 stats.
SB432, s. 120 14Section 120. Fiscal changes.
SB432,43,1915 (1) In the schedule under section 20.005 (3) of the statutes for the appropriation
16to the department of transportation under section 20.395 (5) (cq) of the statutes, as
17affected by the acts of 2011, the dollar amount is decreased by $878,200 for the second
18fiscal year of the fiscal biennium in which this subsection takes effect to decrease
19funding for the issuance of registration plates by the department of transportation.
