(b) An organization that is awarded a grant under this subsection may use the
8grant for activities that address the development of individuals prior to entering the
9workforce and for incumbent workforce training, which activities and training could
10include any one or more of the following:

(c) In reviewing grant applications under this subsection, the department shall
6consider the speed by which the activities specified in those applications could meet
7training and employment needs and shall give a preference in awarding those grants
8to projects that seek to eliminate waiting lists for courses pertaining to jobs with high
