ASSEMBLY AMENDMENT 1, TO ASSEMBLY SUBSTITUTE AMENDMENT 1, TO ASSEMBLY BILL 396

AB396-ASA1-AA1,1,1 At the locations indicated, amend the substitute amendment as follows:

AB396-ASA1-AA1,1,2 1. Page 1, line 6: after "facilities" insert "and making an appropriation".

AB396-ASA1-AA1,1,3 2. Page 3, line 1: before that line insert:

AB396-ASA1-AA1,1,4 " Section 1c. 5.68 (4) of the statutes is amended to read:

AB396-ASA1-AA1,1,6 5.68 (4) The Except as provided in sub. (7), the cost of compensation of election officials and trainees shall be borne in the manner provided in s. 7.03.

AB396-ASA1-AA1,1g Section 1g. 5.68 (7) of the statutes is created to read:

AB396-ASA1-AA1,2,7 5.68 (7) Any municipality that incurs costs to implement the changes to the law affecting absentee voting in residential care facilities under 2013 Wisconsin Act .... (this act) that were not incurred by the municipality prior to implementation of that act may file a claim with the board for reimbursement of those costs. The claim shall be accompanied by appropriate substantiation of all increased costs incurred. The board shall audit the claim and, if the board finds that the municipality has incurred increased costs that would not have been incurred but for the enactment of 2013 Wisconsin Act .... (this act), the board shall reimburse the municipality for those costs. No claim is payable under this subsection unless the claim is filed with the board, together with appropriate substantiation, by the end of the 2nd month beginning after the end of the calendar year in which the costs for implementation of 2013 Wisconsin Act .... (this act) are incurred.".

AB396-ASA1-AA1,2,8 3. Page 3, line 1: delete " Section 1" and substitute "Section 1r".

AB396-ASA1-AA1,2,9 4. Page 13, line 11: after that line insert:

AB396-ASA1-AA1,2,10 " Section 19m. 20.511 (1) (bt) of the statutes is created to read:

AB396-ASA1-AA1,2,12 20.511 (1) (bt) Absentee voting in residential care facilities. A sum sufficient to reimburse municipalities for claims allowed under s. 5.68 (7).".
