31. Page 139, line 1
: increase the dollar amount for fiscal year 2013-14 by 4
$180,000,000 and increase the dollar amount for fiscal year 2014-15 by 5
$412,000,000 to increase funding for the purposes for which the appropriation is 6
72. Page 139, line 7
: increase the dollar amount for fiscal year 2013-14 by 8
$8,500,000 and increase the dollar amount for fiscal year 2014-15 by $8,500,000 to 9
increase funding for special education aid.
103. Page 139, line 10
: increase the dollar amount for fiscal year 2013-14 by 11
$1,500,000 and increase the dollar amount for fiscal year 2014-15 by $1,500,000 to 12
increase funding for the purpose for which the appropriation is made.
121.91 (2m) (i) 1g. and 1r. of the statutes are created to read:
(i) 1g. Multiply the amount of the revenue increase per pupil 7
allowed under this subsection for the previous school year by the sum of 1.0 plus the 8
allowable rate of increase under s. 73.0305 expressed as a decimal.
1r. Add the result under subd. 1. to the result under subd. 1g.
121.91 (2m) (i) 2. of the statutes is amended to read:
(i) 2. Multiply the result under subd.
by the average of the 12
number of pupils enrolled in the current and the 2 preceding school years.".
121.91 (4) (L) of the statutes is created to read:
(L) 1. In this paragraph, "local law enforcement agency" means a 20
governmental unit of one or more persons employed full time by a city, town, village, 21
or county in this state for the purpose of preventing and detecting crime and 22
enforcing state laws or local ordinances, employees of which unit are authorized to 23
make arrests for crimes while acting within the scope of their authority.
2. The limit otherwise applicable to a school district under sub. (2m) in any 2
school year is increased by an amount equal to $100 times the number of pupils 3
enrolled in the school district or $40,000, whichever is greater, if the school board 4
adopts a resolution to do so, the school board and a local law enforcement agency 5
jointly develop a school safety plan that specifies the purposes of the additional 6
revenue, the school safety plan is consistent with the school safety plan required 7
under s. 118.07 (4), and the school board submits the school safety plan to the 8

purchase school safety equipment, fund the compensation costs of security officers, 11
or for school safety expenditures consistent with the school safety plan required 12
under s. 118.07 (4). Any additional revenue received by a school district under this 13
paragraph shall not be included in the base for determining the school district's limit 14
under sub. (2m) for the following school year.".
"(8q) Revenue limit adjustments.
The treatment of section 121.91 (4) (L) of the 18
statutes first applies to the calculation of a school district's revenue limit for the 19
2013-14 school year.".
