4(4), to a party or an attorney of a party to a proceeding brought under this section,
5except to the subject of the patient health care records. Patient health care records
6disclosed before a proceeding brought under this section or disclosed in violation of
7this paragraph may not be used in any civil or criminal action brought under this
8section.".

Section 13m. 253.10 (7m) (d) of the statutes is created to read:

(7m) (d) No person may disclose patient health care records, as defined

13section, except to the subject of the patient health care records. Patient health care
1records disclosed before a proceeding brought under this section or disclosed in
2violation of this paragraph may not be used in any civil or criminal action brought
