31. Page 3, line 6: after "bodies." insert "Before determining whether to restrict
4public access under this paragraph, the department shall hold, in a county in which
5the proposed ferrous mining site lies, a public hearing on the issue of whether
6additional restrictions on access are necessary to ensure such safety. The
7department shall consider any statements or comments from the public that are
8made or submitted at the hearing before making its determination.".
