(3) (a) A chief executive officer shall be nominated by the
governor 6board, and with the advice and consent of the senate appointed, to serve at the
7pleasure of the
governor board. The board may delegate to the chief executive officer
8any powers and duties the board considers proper. The chief executive officer shall
9receive such compensation as may be determined by the board.

(3) (b) The governor shall coordinate with the chief executive officer as
12if the chief executive officer is the secretary of a department in the executive branch
13of state government who is appointed by the governor.".
