Whereas, former state representative Lary Swoboda was born May 28, 1939,
3in Luxemburg, Wisconsin, and died November 25, 2012; and

4Whereas, Lary Swoboda received his bachelor's degree in speech and education
5in 1963 and his master's degree in political science in 1968, both from the University
6of Wisconsin-Milwaukee, and later his Ph.D.; and

7Whereas, Lary Swoboda served as a Democratic state representative from 1971
8to 1994, first for the Door-Kewaunee district, later numbered the 73rd Assembly
9District, and then the 1st Assembly District; and

10Whereas, upon his retirement from the legislature in 1994, Lary Swoboda was
11appointed executive director of the National and Community Service Board, which
12grants AmeriCorps funds to organizations that involve citizens in service activities
13that meet human, educational, environmental, public safety, and homeland security
14needs; and

1Whereas, Lary Swoboda taught English at Southern Door High School, civics
2and government at Luxemburg-Casco Junior High School, and other subjects at
3various other schools, including Concordia University and the University of
4Wisconsin-Green Bay; and

5Whereas, Lary Swoboda served as principal at Saint Joseph Grade School in
6Sturgeon Bay and as principal at Oneida Grade School and High School; and

7Whereas, Lary Swoboda tutored English with the Kewaunee County Literacy
8Program for many years; and

9Whereas, Lary Swoboda donated many books to the Village of Luxemburg
10library and worked with the Boy Scouts to construct many bookcases; and

11Whereas, Lary Swoboda was an active member of the Luxemburg Knights of
12Columbus, the Luxemburg-Casco Jaycees, and the Luxemburg Chamber of
13Commerce; and

14Whereas, Lary Swoboda was a member of several educational organizations
15that reflected his love of reading and learning, such as the Phi Kappa Phi National
16Honor Society and the Kappa Delta Phi National Honor Society;

Whereas, Lary Swoboda was husband to Janice for 44 years, and during this
18period they were both active in civic and charitable work, wanting only to help make
19their communities better and stronger places in which to live and raise families; now,
20therefore, be it

21Resolved by the assembly, the senate concurring, That the members of the
22Wisconsin legislature commend the life and public service of Lary J. Swoboda, mourn
23his passing, and extend their condolences to his family and friends.
