SB409,2,11 946.545 Individual placement and support. (1) (a) The department shall
10create all of the following regional centers for individual placement and support for
11employment of individuals experiencing mental illness.
SB409,2,1212 1. A northwestern Wisconsin region.
SB409,2,1313 2. A south-central Wisconsin region.
SB409,2,1414 3. A region consisting of a consortium of counties in northeastern Wisconsin.

14. A region consisting of a consortium of counties in central Wisconsin.
SB409,3,22 5. A region consisting of Milwaukee, Waukesha, and Racine Counties.
SB409,3,43 (b) The department shall ensure that each county in the state is served by one
4of the regional centers created under par. (a).
SB409,3,65 (c) The department may contract with existing organizations or consortiums
6to create any regional center.
SB409,3,8 7(2) The department shall ensure that each regional center created under sub.
8(1) (a) has access to the services of all of the following:
SB409,3,109 (a) An individual placement and support trainer or mentor, who is responsible
10for all of the following:
SB409,3,1111 1. Monitoring infrastructure grants.
SB409,3,1212 2. Coordinating training with the department.
SB409,3,1313 3. Training employers on individual placement and support practices.
SB409,3,1614 4. Conducting visits twice per month to supervisors of employees hired under
15individual placement and support to assist with implementation of effective
16practices.
SB409,3,1817 5. Reviewing individual placement and support programs every 6 months until
18the programs achieve good fidelity to the evidence-based model.
SB409,3,2019 (b) An individual placement and support supervisor, whose responsibilities
20include all of the following:
SB409,3,2121 1. Developing training for employment specialists at work sites.
SB409,3,2322 2. Creating a vocational unit of employment specialists that with the
23supervisor comprise the individual placement and support team.
SB409,3,2524 3. Providing supervision of program outcomes in accordance with the
25evidence-based model.
SB409,4,3
1(3) The department shall award grants to employment sites that are
2implementing individual placement and support services or regional centers for any
3of the following activities:
SB409,4,44 (a) Implementing individual placement and support programs.
SB409,4,65 (b) Offsetting costs until a program is capable of billing the Medical Assistance
6program.
SB409,4,87 (c) Becoming a provider of vocational rehabilitation services through the
8department of workforce development.
SB409,4,11 9(4) The department and regional centers shall provide or arrange for work
10incentive benefits counseling for individuals who are not receiving vocational
11rehabilitation services from the department of workforce development.
SB409,4 12Section 4. Nonstatutory provisions.
SB409,4,1313 (1) Individual placement and support funding.
SB409,4,1814 (a) In the 2013-2015 fiscal biennium, from the appropriation under section
1520.435 (5) (br) of the statutes, as created by this act, the department of health
16services shall award grants and provide moneys for individual placement and
17support as described under section 46.545 of the statutes to be distributed in all of
18the following allocations:
SB409,4,21 191. Three individual placement and support trainers or mentors at an amount
20of $75,000 for each trainer or mentor with $50,000 of each $75,000 being the base
21salary.
SB409,4,23 222. Three individual placement and support supervisors at an amount of
23$75,000 for each supervisor with $50,000 of each $75,000 being the base salary.
SB409,4,25 243. Infrastructure pilot grants in the total amount of $400,000 to be distributed
25as described in paragraph (b).
SB409,5,2
14. Work incentive benefits counseling for 100 individuals statewide at the
2amount of $1,200 for each individual who is provided counseling.
SB409,5,53 (b) The department shall award the grants under paragraph (a ) 3. using a
4graduated outcome or incentive payment schedule with all of the following amounts
5being awarded when the grant applicant satisfies certain criteria:
SB409,5,9 61. $2,500 for each grant applicant when that applicant develops a steering
7committee, completes agreements with the department of workforce development,
8becomes a vocational rehabilitation service provider, hires staff and hosts an event
9indicating readiness to provide services.
SB409,5,11 102. $2,500 for each grant applicant when that applicant completes the baseline
11review within the first 6 months of the program.
SB409,5,14 123. $5,000 for each grant applicant when that applicant develops a plan for
13improvements and achieves 50 percent employment for a full year based on the
14program model requirements.
SB409,5,16 154. $5,000 for each grant applicant when that applicant achieves good fidelity
16to the evidence-based model.
