4"(b) No later than the first day of the 7th month beginning after the effective
5date of this paragraph .... [LRB inserts date], and then every 6 months thereafter, the
6department shall submit to the chief clerk of each house of the legislature for
7distribution to the legislature under s. 13.172 (2) a report that includes at least all
8of the following information:

1. How many individuals have been tested under this section for the use of a
10controlled substance.

2. How many individuals who have been tested have tested negative for the use
12of a controlled substance or positive with evidence of a valid prescription and how
13many individuals who have been tested have tested positive for the use of a controlled
1substance without presenting evidence of a valid prescription for the use of that
2controlled substance.

3. The total direct and indirect costs that have been incurred to date by the
4department or any other state agency related to the requirements under this
5section.".

8committee on finance approves the plan under subd. 2., and then every 6 months
9thereafter, the department shall submit to the chief clerk of each house of the
10legislature for distribution to the legislature under s. 13.172 (2) a report that
