(2m) For a county in which a city of the 1st class is located, the limitations
3under sub. (2) take effect only after all of the following requirements have been
4satisfied:

(a) The governing body of the county provides by resolution for a referendum
6to be held at the general election in 2016. The governing body of the county shall file
7the resolution required under this paragraph as provided in s. 8.37 and shall
8schedule and hold the referendum in accordance with chs. 5 to 12. The governing
9body of the county shall include in the resolution required under this paragraph the
10following referendum questions to appear on the ballot:

1. "Shall Milwaukee County be prohibited from issuing, or expending any
12funds for the issuance of, a photo identification card for any resident of the county?"

2. "If Milwaukee County is not prohibited from issuing, or expending any funds
14for the issuance of, a photo identification card for a resident of the county, may the
15photo identification card be used by the resident to establish proof of residence for
16voting purposes?"

1. A majority of those voting on the question under par. (a) 1. approve the
19question.

(3m) For a city of the 1st class, the limitations under sub. (3) take effect only
4after all of the following requirements have been satisfied:

7resolution required under this paragraph as provided in s. 8.37 and shall schedule
8and hold the referendum in accordance with chs. 5 to 12. The governing body of the
9city shall include in the resolution required under this paragraph the following
10referendum questions to appear on the ballot:

12identification card for any resident of the city, may the photo identification card be
