1An Act to repeal 118.076 (2);
to amend 118.076 (2) (intro.); and
to create
2118.076 (3) of the statutes;
relating to: providing lifesaving skills instruction

Beginning in the 2017-18 school year, this bill requires school boards, operators
of independent charter schools, and governing bodies of private schools to provide
instruction in cardiopulmonary and cardiocerebral resuscitation in any health
education course offered to pupils in grades 7 to 12 and to provide instruction about
automated external defibrillators to pupils in grades 7 to 12. Under current law, a
school board, operator of an independent charter school, and governing body of a
private school are required to offer instruction about cardiopulmonary and
cardiocerebral resuscitation and to provide instruction about automated external
defibrillators to pupils enrolled in high school grades.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

(2) (intro.) Beginning in the 2011-12 school year
and ending in the
22016-17 school year, each school board operating high school grades, the operator of
3each charter school established under s. 118.40 (2r) or (2x) that operates high school
4grades, and the governing body of each private school that operates high school
5grades shall do all of the following:

(3) Beginning in the 2017-18 school year, each school board operating
10any grade from 7 to 12, the operator of each charter school established under s. 118.40
11(2r) or (2x) that operates any grade from 7 to 12, and the governing body of each
12private school that operates any grade from 7 to 12 shall do all of the following:

(a) Provide instruction in cardiopulmonary resuscitation and cardiocerebral
14resuscitation in any health education course offered to pupils in grades 7 to 12. The
15school board, operator of the charter school, or governing body of the private school
16shall use either of the following, and shall incorporate into the instruction the
17psychomotor skills necessary to perform cardiopulmonary resuscitation and
18cardiocerebral resuscitation:

1. An instructional program developed by the American Red Cross or the
20American Heart Association.

2. Nationally recognized, evidence-based guidelines for cardiopulmonary
22resuscitation and cardiocerebral resuscitation.

(b) Provide instruction about automated external defibrillators to pupils
24enrolled in grades 7 to 12 in the school district, charter school, or private school.
