AB746,1,5 1An Act relating to: creation of a committee to study the model used by the state
2of Missouri to provide rehabilitation for juveniles adjudicated delinquent who
3are in need of restrictive custodial treatment and to prepare a plan for the
4development and implementation of a similar model for the rehabilitation of
5such juveniles in this state.

This bill requires the secretary of corrections to create a committee to study the
model used by the state of Missouri to provide rehabilitation for juveniles
adjudicated delinquent who are in need of restrictive custodial treatment and to
prepare a plan for the development and implementation of a similar model for the
rehabilitation of such juveniles in this state. The study must include
recommendations for the establishment of smaller juvenile correctional facilities
distributed throughout all geographical areas of the state for the placement of
juveniles adjudicated delinquent who are in need of restrictive custodial treatment
and of policies that would provide for the placement of such juveniles in facilities
closer to their homes, while maintaining the current system of funding those
placements through assessments on counties for the costs of those placements under

the community youth and family aids (commonly referred to as "youth aids")
program.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB746,2,202 (1) Study of Missouri juvenile justice model. By June 30, 2016, the secretary
3of corrections shall create a committee under section 15.04 (1) (c) of the statutes to
4study the model used by the state of Missouri to provide rehabilitation for juveniles
5adjudicated delinquent who are in need of restrictive custodial treatment and to
6prepare a plan for the development and implementation of a similar model for the
7rehabilitation of such juveniles in this state. The study shall include
8recommendations for the establishment of smaller juvenile correctional facilities
9distributed throughout all geographical areas of the state for the placement of
10juveniles adjudicated delinquent who are in need of restrictive custodial treatment
11and of policies that would provide for the placement of such juveniles in facilities
12closer to their homes, while maintaining the current system of funding those
13placements through assessments on counties for the costs of those placements under
14section 301.26 (4) of the statutes. By December 31, 2016, the committee shall submit
15its findings, conclusions, and recommendations, including any proposed legislation
16that is necessary to implement those recommendations, to the governor, the
17secretary of corrections, the cochairpersons of the joint committee on finance, and the
18appropriate standing committees of the legislature in the manner provided under
19section 13.172 (3) of the statutes, after which the committee shall terminate its
20activities and cease to exist.
