14deposited or transferred under s. 18.04 (6) (b) or (d) shall be promptly deposited into
15the veterans mortgage loan repayment fund. The board department shall establish

17of moneys of the veterans mortgage loan repayment fund to fund loans under sub.
18(6) (a) or to fund, refund, or acquire public debt as provided in s. 18.04 (5). The system
19of accounts shall record and provide moneys for all of the following purposes:

9II of ch. 18. Unrestricted balances in the funds may be used to fund additional loans
10issued under sub. (6) (c) and pay the balances owing on loans after the assumptions

. (1) The department shall administer a

programs to provide assistance to persons who served in the U.S. armed
16forces or in forces incorporated as part of the U.S. armed forces and who were
17discharged under conditions other than dishonorable. The department shall provide
18assistance under this section to persons whose need for services is based upon
19homelessness, incarceration, or other circumstances designated by the department
20by rule. The eligibility requirements under s. 45.02 (2) do not apply to a person
21applying for assistance under this section. The department shall designate the
22assistance available under this section, which may include assistance in receiving
23medical care, dental care, education, employment, single room occupancy housing,
24and transitional housing, and, notwithstanding s. 45.51 (14), housing in an assisted

1living facility
. The department may provide payments to facilitate the provision of
2services under this section.

20services within the boundaries of the participating counties. The department may
21not approve more than one county veterans service consortium. The department
22shall create standards under which a consortium shall operate.
SB668,24,4 23(2) The department shall designate one of the proposed participating counties
24to submit a plan for the proposed county veterans service consortium to the
25department that sets forth policies and procedures for the consortium. The plan

1shall provide for the establishment of a county veterans consortium commission to
2administer the consortium, and the county veterans consortium commission shall
3consist of one representative from each county that is a member of the consortium.
4The plan may not be implemented without the department's approval.

6award a grant to the county that submitted the plan to assist the county veterans

15person as a member of the commission for the term of 3 years. Except as provided
16in s. 59.21 (1) (intro.), the county executive or county board chairperson shall require
17each member of the commission and the county veterans service officer to execute to
18the county an individual surety bond, with sufficient sureties to be approved by the
19county executive or county board chairperson, each bond to be in an amount equal
20to the tax levied in the current year for expenditure by the commission. Each bond
21shall be filed with the county clerk.
