AB233-AA1,1,11 At the locations indicated, amend the bill as follows:
AB233-AA1,1,3 21. Page 1, line 2: after “Act" insert “and other state plans required under
3federal law to be submitted by state agencies".
AB233-AA1,1,4 42. Page 2, line 1: before that line insert:
AB233-AA1,1,5 5 Section 1m. 16.03 of the statutes is created to read:
AB233-AA1,1,10 616.03 State agencies submitting plans under federal law. (1) Definition.
7(a) In this section, “state agency" means an office, department, agency, institution
8of higher education, association, society, authority, or other body in state government
9that is created or authorized to be created by the constitution or by law, for which
10appropriations are made by law.
AB233-AA1,1,13 11(2) Submittal of state plans. A state agency may not submit a state plan to
12the federal government that is required by federal law to be submitted to the federal
13government until the state agency does all of the following:

1(a) Submits the proposed state plan to the appropriate standing committees of
2the assembly and senate at least 90 days before the plan is required by law to be
3submitted to the federal government.
AB233-AA1,2,54 (b) Responds to any objections submitted by the standing committees in
5accordance with sub. (3).
AB233-AA1,2,10 6(3) Procedure for committee objections. (a) A member of a standing
7committee of the assembly or senate that receives a proposed state plan under sub.
8(2) who wishes to object to any portion of the proposed state plan shall submit his or
9her objection in writing to the chairperson of his or her committee no later than 10
10days after the proposed state plan is filed with the committee.
AB233-AA1,2,1911 (b) If the chairperson of an assembly or senate committee receives an objection
12under par. (a), the chairperson shall schedule a committee meeting for the purpose
13of reviewing all objections received by the chairperson under par. (a). The
14chairperson shall schedule the committee hearing for a date that is no later than 7
15days after the applicable deadline for making objections under par. (a). At the
16committee hearing, the committee shall approve or disapprove each objection
17received by the chairperson under par. (a). If the chairperson does not schedule a
18meeting under this paragraph, the state agency may proceed as if that committee has
19no objections to the proposed state plan.
AB233-AA1,2,2520 (c) Within 5 days after a committee meeting to review objections to the proposed
21state plan, the chairperson of a standing committee of the assembly or senate that
22receives a proposed state plan under sub. (2) shall submit to the state agency all of
23the objections approved by that committee. If the chairperson does not submit
24objections to the state agency by the deadline provided in this paragraph, the state
25agency may proceed as if that committee has no objections to the proposed state plan.

1(4) Responses to objections. No later than 14 days after receiving an objection
2from a committee under sub. (3), the state agency shall provide the committee a
3written response to each objection submitted by the committee. For each objection,
4the state agency shall include all of the following in the written response:
AB233-AA1,3,65 (a) A statement of whether the state agency will modify the state plan to
6address that objection.
AB233-AA1,3,87 (b) If the state agency will modify the state plan, a description of the
8modification.
AB233-AA1,3,109 (c) If the state agency will not modify the state plan, an explanation for why
10the state agency will not modify the state plan.
AB233-AA1,3,12 11(5) Exception. This section does not apply to the state plan submitted under
122017 Wisconsin Act .... (this act), section 1.”.
