13consultation with the department of corrections, reserves the right to reject any bid
1in the best interest of the state. If the department of administration receives no
2acceptable bid under this paragraph, paragraph (a) does not apply. If the department
3receives an acceptable bid, the department shall submit the bid for approval by the
4building commission and the joint committee on finance under section 301.18 (4) of
5the statutes. The department shall provide the commission and the committee with
6information concerning anticipated annual operating costs that will result from the
