9payments to telecommunications providers under contracts under s. 16.971 (16) to
10the extent that the amounts due are not paid from the appropriation under sub. (1)
11(kL), to make grants to school district consortia under s. 16.997 (7), to make
12information technology infrastructure grants under s. 16.9945, and to make
13educational technology teacher training grants under s. 16.996.
Notwithstanding s.

(3) (a) 2s. (intro.) Thirty days after the close of a fiscal year or as soon
4as practicable thereafter, the commission shall determine the sum of the estimates
5specified in subd. 2e. a., b., and c. If the close of a fiscal year is also the close of a fiscal
6biennium, the sum shall include the estimate specified in subd. 2m. In the
7subsequent fiscal year,
the commission shall transfer all of the following apply:
