TO ASSEMBLY BILL 64

AB64-ASA1-AA19,1,11 At the locations indicated, amend the substitute amendment as follows:
AB64-ASA1-AA19,1,2 21. At the appropriate places, insert all of the following:
AB64-ASA1-AA19,1,4 3 Section 1. 121.85 (3) (a) 1. of the statutes is renumbered 121.85 (3) (a) and
4amended to read:
AB64-ASA1-AA19,1,85 121.85 (3) (a) Interdistrict. Subject to subd. 2., the The school board of the
6district of residence and the school board of the district of attendance may enter into
7annual written agreements to permit a pupil to attend a public school outside the
8school district of residence.
AB64-ASA1-AA19,2 9Section 2. 121.85 (3) (a) 2. of the statutes is repealed.
AB64-ASA1-AA19,3 10Section 3. 121.85 (3) (b) 1. of the statutes is renumbered 121.85 (3) (b) and
11amended to read:

AB64-ASA1-AA19,2,126 121.85 (4) Other plans to reduce racial imbalance. (a) Pupil transfers
7resulting from a plan implemented by the school board to reduce racial imbalance
8in a school district or attendance area shall be deemed to be transfer agreements
9under sub. (3) and shall be eligible for state aid under this section if the transfers
10comply with sub. (2), provided the transfers are of pupils who attended a public
11school in a school district or attendance area under the plan in the 2015-16 school
12year
.
AB64-ASA1-AA19,2,1713 (b) Any school board that, prior to May 4, 1976, established a plan to reduce
14racial imbalance in the school district is eligible for state aid under sub. (6) (a) if the
15state superintendent approves the plan, provided the transfer pupil attended a
16public school in an attendance area other than the pupil's attendance area under the
17plan in the 2015-16 school year

AB64-ASA1-AA19,6 18Section 6. 121.85 (5) (a) of the statutes is renumbered 121.85 (5) and amended
19to read:
AB64-ASA1-AA19,2,2320 121.85 (5) Part-time transfers. Except as provided in par. (b), part-time
21Part-time transfers for curriculum offerings are not also may be permitted under
22this section. The department shall establish procedures for aid computations in such
23cases.
AB64-ASA1-AA19,7 24Section 7. 121.85 (5) (b) of the statutes is repealed.

AB64-ASA1-AA19,11 7Section 11. 121.85 (6) (b) 2. of the statutes is amended to read:
AB64-ASA1-AA19,3,148 121.85 (6) (b) 2. Subject to par. (bm), in In each school year, the school district
9of attendance of pupils transferring from one school district to another under sub. (3)
10(a) shall receive an amount equal to that produced by multiplying the number of
11pupils transferred into the school district under sub. (3) (a) in the previous school
12year by the amount produced by dividing the school district's net school cost by the
13sum of the membership, plus the number of pupils transferred into the school district
14of attendance in the previous school year under sub. (3) (a).
AB64-ASA1-AA19,12 15Section 12. 121.85 (6) (bm) of the statutes is repealed.
AB64-ASA1-AA19,13 16Section 13. 121.85 (6) (h) of the statutes is repealed.”.
