AB64-SA5,1620f Section 1620f. 119.23 (10) (c) of the statutes is amended to read:

AB64-SA5,32,13 119.23 (10) (c) Whenever the state superintendent issues an order under par. (a), (am), (ar), or (b), (bg), or (br), he or she shall immediately notify the parent or guardian of each pupil attending the private school under this section.

AB64-SA5,1620m Section 1620m. 119.83 of the statutes is created to read:

AB64-SA5,32,15 119.83 School performance improvement grants. (1) In this section:

AB64-SA5,32,17 (a) “Accountability report” means the school and school district accountability report published under s. 115.385.

AB64-SA5,32,22 (b) “Eligible school” means any of the following that is located within the geographical boundaries of a city school district if at least 70 percent of the school's enrollment on the 3rd Friday of September, as rounded to the nearest whole percentage point, satisfied the income eligibility criteria for a free or reduced-price lunch in the federal school lunch program under 42 USC 1758 (b) (1):

AB64-SA5,32,24 1. A public school that is under the control of the board, including a charter school under contract with the board.

AB64-SA5,32,25 2. A charter school established under s. 118.40 (2r) or (2x).

AB64-SA5,33,1 3. A private school participating in the program under s. 119.23.

AB64-SA5,33,5 (2) Beginning in the 2018-19 school year, the department shall award an amount determined as follows to each eligible school that is placed in a performance category of “fails to meet expectations" on the accountability report for the immediately preceding school year:

AB64-SA5,33,8 (a) Divide the amount appropriated under s. 20.255 (2) (dg) by the sum of the number of pupils enrolled in each school eligible to receive an award under this subsection.

AB64-SA5,33,10 (b) Multiply the quotient determined in par. (a) by the number of pupils enrolled in the school.

AB64-SA5,33,12 (3) The board shall distribute funds it receives under this section to the school administrator of the eligible school that earned the award under sub. (2).”.

AB64-SA5,35,11 (b) If a school district from which territory was detached to create a new school district under s. 117.105 would receive in equalization aid under s. 121.08 in the school year beginning on the first July 1 following the effective date of the reorganization less than the amount determined as follows, the department shall pay to the school district the difference between the former amount and the amount determined as follows:

AB64-SA5,35,13 1. Divide the school district's membership in the preceding school year by the school district's membership in the 2nd preceding school year.

AB64-SA5,35,16 2. Multiply the amount of state aid that would have been received by the school district in the preceding school year, as adjusted under s. 121.15 (4) (b) in the current school year, by the quotient under subd. 1.

AB64-SA5,35,22 (3) In the school year in which a school district consolidation takes effect under s. 117.08 or 117.09 and in each of the subsequent 4 school years, if the consolidated school district's equalization aid is less than the aggregate state aid to which the consolidating school districts would have been eligible in the school year prior to the school year in which the consolidation takes effect, the department shall pay the difference to the consolidated school district.

AB64-SA5,35,24 (4) Additional aid under this section shall be paid from the appropriation under s. 20.255 (2) (bq). No aid may be paid under this section after the 2018-19 school year.

AB64-SA5,1635gf Section 1635gf. 121.105 (2) (am) 1. of the statutes is amended to read:

AB64-SA5,36,6 121.105 (2) (am) 1. Except as provided in subd. 2., if a school district would receive less in state aid in the current school year before any adjustment is made under s. 121.15 (4) (b) than an amount equal to 85 90 percent of the amount of state aid that it received in the previous school year, as adjusted under s. 121.15 (4) (b) in the current school year, its state aid for the current school year shall be increased to an amount equal to 85 90 percent of the state aid received in the previous school year.
