SENATE SUBSTITUTE AMENDMENT 1,
TO SENATE BILL 454

SB454-SSA1,1,3 1An Act to renumber and amend 29.324 (2); and to create 29.324 (1) (c) and
2(d), 29.324 (2) (b) and 29.324 (4) of the statutes; relating to: the hunting of deer
3by members of a group hunting party.
Analysis by the Legislative Reference Bureau
Under current law, any member of a group deer hunting party may kill a deer
for another member of the party if, at the time and place of the kill, the person who
kills the deer is in contact with the person for whom the deer is killed. 2017
Wisconsin Act 59
, which eliminated all requirements relating to deer carcass tags,
also eliminated a second requirement that the person for whom the deer is killed
possess a current unused deer carcass tag authorized for use on the deer killed. Act
59 also eliminated an exception to this general authorization that prohibited a
member of a group deer hunting party from using a youth deer tag issued to another
member of the party under the age of 18 to kill an antlerless deer for that other
member. This substitute amendment restores both the second requirement and the
exception by requiring that the person for whom the deer is killed possess a current
unused approval that authorizes the harvest of the deer killed and prohibiting a

member of a group deer hunting party from using a youth deer approval issued to
another member of the party to kill an antlerless deer for that other member.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB454-SSA1,1 1Section 1. 29.324 (1) (c) and (d) of the statutes are created to read:
SB454-SSA1,2,42 29.324 (1) (c) “Youth deer approval" means an approval that authorizes the
3taking of one antlerless deer and that is issued by the department with a youth deer
4license.
SB454-SSA1,2,75 (d) “Youth deer license" means a license that is issued by the department to a
6person who is under the age of 18 and that authorizes the hunting of deer with a
7firearm.
SB454-SSA1,2 8Section 2. 29.324 (2) of the statutes, as affected by 2017 Wisconsin Act 59, is
9renumbered 29.324 (2) (intro.) and amended to read:

12party if at all of the following conditions exists:
