Section 13e. 344.14 (2) (d) of the statutes is amended to read:

11self-insurance issued by the secretary as provided in sub. (2)

(1) (a) A person in whose name more than 25 motor vehicles are

(b) Subject to sub. (2m), a religious sect the members of which have collectively
4registered with the department more than 25 motor vehicles.

5Section 13k. 344.16 (2) of the statutes is amended to read:

(2) The Subject to sub. (2m), the secretary may, upon the application of
7such a person
or religious sect, issue a certificate of self-insurance when satisfied
8that such person
or religious sect is possessed and will continue to be possessed of
9ability to pay judgments obtained against such person
or religious sect. A certificate
10of self-insurance issued to a religious sect under this section may not have an
11expiration date and the secretary may not require the religious sect to reapply for a
12certificate of self-insurance.

13Section 13m. 344.16 (2m) of the statutes is created to read:

(2m) The secretary may issue a certificate of self-insurance under sub.
15(2) to a religious sect if all of the following apply:

(a) The secretary determines that the members of the religious sect have a
17history of not less than 25 years of mutual financial assistance in time of need to the
18extent that they share in financial obligations of other members who would
19otherwise be unable to meet their obligations.

(b) The department receives an application for a certificate of self-insurance
21from the religious sect within one year after the effective date of this paragraph ....

Section 23m. 344.63 (1) (cm) of the statutes is created to read:

(1) (cm) The motor vehicle is owned by a member of a religious sect that
2is a self-insurer holding a valid certificate of self-insurance under s. 344.16, the
3self-insurer has made an agreement described in s. 344.30 (4), and the vehicle is
4being operated with the owner's permission.”.

6“(2m) The treatment of ss. 344.14 (2) (d) and 344.16 (2) and (2m), the
7renumbering and amendment of s. 344.16 (1), and the creation of ss. 344.16 (1) (a)
8and (b) and 344.63 (1) (cm) take effect on the first day of the 3rd month beginning
9after publication.”.
