AB619,1,2 1An Act to create 20.395 (4) (fa) and 114.138 of the statutes; relating to: an
2airport sound mitigation grant program and making an appropriation.

This bill requires the Department of Transportation to develop and administer
an airport sound mitigation grant program. Under the program, DOT must award
grants for projects that mitigate the impact of airport sound on structures located
near airports that include a military base or installation. DOT is required to give
highest priority in awarding these grants to projects involving schools and child care
centers and secondary priority to projects involving private residences. The bill
provides $250,000 in each year of the current fiscal biennium for the program.

enact as follows:

AB619,2,42 20.395 (4) (fa) Airport sound mitigation grant program; state funds. As a
3continuing appropriation, from the general fund, the amounts in the schedule for the
4airport sound mitigation grant program under s. 114.138.
AB619,3 5Section 3. 114.138 of the statutes is created to read:
AB619,2,7 6114.138 Airport sound mitigation. (1) The department shall develop and
7administer an airport sound mitigation grant program.
AB619,2,18 8(2) From the appropriation under s. 20.395 (4) (fa), the department shall award
9grants for airport sound mitigation projects that mitigate the impact of airport sound
10on structures located near airports that include a military base or installation. The
11department shall prescribe the form, nature, and extent of information that shall be
12contained in applications for grants under this subsection and shall establish criteria
13for evaluating applications and for awarding grants under this subsection. The
14department shall give highest priority in awarding grants under this subsection to
15projects involving schools and child care centers and secondary priority to projects
16involving private residences. A project that is eligible for participation in an airport
17sound mitigation project under a federal airport sound mitigation grant is not
18eligible for a grant under this subsection.

1(3) If the department does not receive an application for a grant under sub. (2)
2for 2 consecutive fiscal years, the program shall be terminated.
