This bill requires the Department of Natural Resources to provide grants to
local water improvement groups to conduct projects using biomanipulation to
improve the water quality of lakes and impoundments and appropriates $150,000 to
DNR for that purpose.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
20.370 (4) (na) of the statutes is created to read:
(na) Lake biomanipulation projects.
Biennially, from the general 3
fund, the amounts in the schedule for grants under 2019 Wisconsin Act .... (this act), 4
section 3 (1).
(1) In the 2019-21 fiscal biennium, from the appropriation under s. 20.370 (4) 7
(na), the department of natural resources shall provide grants to local water 8
improvement groups, selected through a competitive application process determined 9
by the department, to conduct projects using biomanipulation, which shall include 10
comprehensive fish studies, the removal of zooplanktivorous and benthivorous fish, 11
and the introduction of piscivorous fish, to improve the water quality of lakes and 12
impoundments identified on the impaired waters list prepared by the department as 13
required under 40 CFR 130.7
(b). Grants under this subsection may cover 90 percent 14
of the costs of biomanipulation projects.
