AR4,1,5 1Relating to: recognizing the 40th anniversary of the U.S. Congress's enactment of
2the Taiwan Relations Act, supporting Taiwan's signing of the Bilateral Trade
3Agreement (BTA) with the United States, and reaffirming support for
4increasing Taiwan's international profile and for strengthening and expanding
5sister-state ties between Wisconsin and Taiwan.
AR4,1,86 Whereas, the State of Wisconsin is proud of the sister-state relationship it has
7enjoyed with the Republic of China (Taiwan) since 1986, which is marked by strong
8bilateral trade, educational and cultural exchange, and tourism; and
AR4,1,119 Whereas, Taiwan shares the same values of freedom, democracy, human rights,
10the rule of law, peace, and prosperity with the United States and the State of
11Wisconsin; and
AR4,1,1412 Whereas, the United States ranks as Taiwan's second largest trading partner;
13Taiwan ranks as the eleventh-largest trading partner of the United States; and
14bilateral trade reached $68.2 billion in 2017; and

1Whereas, the U.S. Congress passed the Taiwan Relations Act (TRA) in 1979 to
2sustain a close bilateral relationship between the United States and Taiwan, as well
3as to advance their mutual security and commercial interests, and the TRA has
4served as the cornerstone of U.S.-Taiwan relations and has helped to preserve peace
5and stability in the Taiwan Strait; and
AR4,2,96 Whereas, Taiwan and the State of Wisconsin have enjoyed a long and mutually
7beneficial relationship with the prospect of future growth, and Taiwan was
8Wisconsin's eighth-largest export market in Asia in 2017, with $167 million worth
9of Wisconsin goods exported to Taiwan; and
AR4,2,1410 Whereas, negotiations for a Bilateral Trade Agreement (BTA) between Taiwan
11and the United States are an important step toward further strengthening bilateral
12trade between our countries, thereby increasing Wisconsin's exports to Taiwan and
13creating bilateral investment and technical collaboration, and trade facilitation
14measures; and
AR4,2,1815 Whereas, Taiwan has undertaken a policy of “steadfast diplomacy” in its
16international relations and is capable of and willing to fulfill its responsibilities and
17collaborate with the world to deal with the challenges of humanitarian aids, disease
18control, and so forth; now, therefore, be it
AR4,2,22 19Resolved by the assembly, That: the Wisconsin Assembly reaffirms its
20commitment to the strengthening and deepening of the sister-state relationship
21between Taiwan and the State of Wisconsin and recognizes the 40th anniversary of
22the U.S. Congress's enactment of the Taiwan Relations Act; and, be it further
AR4,2,24 23Resolved, That Wisconsin endorses Taiwan's efforts to secure the signing of
24the BTA with the United States; and, be it further

1Resolved, That Wisconsin continues to support Taiwan's appropriate
2participation in international organizations that impact the health, safety, and
3well-being of the people of Taiwan and supports Taiwan's aspiration to make more
4contributions in international societies; and, be it further
AR4,3,7 5Resolved, That the chief clerk of the Assembly is hereby directed to transmit
6copies of this resolution to the members of the Wisconsin Congressional Delegation
7and the Taipei Economic and Cultural Office in Chicago, Illinois.
