SB563,1,3 An Act to create 36.25 (58) of the statutes; relating to: funding for certain extension services of the University of Wisconsin System and making an appropriation.

Analysis by the Legislative Reference Bureau

This bill requires the Board of Regents of the University of Wisconsin System to allocate $1,000,000 in additional funding each year for state specialists providing extension services at the UW-Madison College of Agricultural and Life Sciences in the field of applied agricultural research. The bill also increases the UW System's general program operations appropriation by $1,000,000 each year to cover this allocation.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SB563,1 Section 1 . 36.25 (58) of the statutes is created to read:

SB563,2,3 36.25 (58) Additional funding for certain extension services. (a) From the appropriation under s. 20.285 (1) (a), the board shall allocate $1,000,000 in each fiscal year to provide additional funding for state specialists providing extension services at the University of Wisconsin-Madison College of Agricultural and Life Sciences in the field of applied agricultural research.

SB563,2,9 (b) The amount allocated under par. (a) is in addition to any other amount that is allocated under s. 36.09 (1) (h) or 36.112 or as part of any other formula or method for the board's distribution of funds to the system's institutions. The allocation of funding under this subsection shall be a bona fide increase of funding for the purpose described in par. (a) above the level that would otherwise be provided in the absence of this subsection.

SB563,2 Section 2 . Fiscal changes.

SB563,2,18 (1) In the schedule under s. 20.005 (3) for the appropriation to the Board of Regents of the University of Wisconsin System under s. 20.285 (1) (a), the dollar amount for fiscal year 2019-20 is increased by $1,000,000 to provide funding for extension services as provided in s. 36.25 (58) (a). In the schedule under s. 20.005 (3) for the appropriation to the Board of Regents of the University of Wisconsin System under s. 20.285 (1) (a), the dollar amount for fiscal year 2020-21 is increased by $1,000,000 to provide funding for extension services as provided in s. 36.25 (58) (a).
