Stormwater appropriation
Under current law, a person may need to obtain a permit from DNR to discharge storm water. Current law appropriates money annually from the general fund for the administration of the storm water discharge permit program. Storm water permit fees collected by DNR are credited to the storm water permit appropriation.
This bill changes the storm water permit appropriation from an annual to a continuing appropriation. An annual appropriation is expendable only up to the amount shown in the schedule and only for the fiscal year for which made. A continuing appropriation is expendable until fully depleted or repealed.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
Section 1
. 20.370 (9) (bj) of the statutes is amended to read:

(9) (bj)
Storm water management — fees. From the general fund,
the amounts in the schedule all moneys received under s. 283.33 (9) and under 2009 Wisconsin Act 28, section 9110 (11f), for the administration, including enforcement, of the storm water discharge permit program under s. 283.33.
All moneys received under s. 283.33 (9) and under 2009 Wisconsin Act 28, section 9110 (11f) shall be credited to this appropriation account.
