SB125,1,3 1An Act to create 115.28 (66), 118.40 (2r) (b) 2. m., 118.40 (2x) (b) 2. m. and 121.02
2(1) (L) 9. of the statutes; relating to: model curriculum for pupils in grades 5
3to 12 on interacting with law enforcement and granting rule-making authority.

This bill requires the state superintendent of public instruction, in consultation
with organizations representing law enforcement, to promulgate rules to develop a
model curriculum for pupils in grades 5 to 12 to instruct pupils on how to interact
with law enforcement with mutual cooperation and respect.
The bill requires a school board or operator of an independent charter school to
include in at least two grades from 5 to 8 and at least two grades from 9 to 12
instruction in law enforcement interactions that is consistent with the model
curriculum, unless the school board or governing board of the independent charter
school opts out of including such instruction. The bill specifies that a school board
that elects not to include such instruction must adopt a resolution making that
election.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 115.28 (66) of the statutes is created to read:
SB125,2,62 115.28 (66) Police interactions education. Promulgate rules to develop a
3model curriculum for pupils in grades 5 to 12 to instruct pupils on how to interact
4with law enforcement with mutual cooperation and respect. The state
5superintendent shall consult with organizations representing law enforcement and
6shall ensure that the model curriculum includes instruction on all of the following:

8public safety.
SB125,2,109 (b) The responsibilities of an individual to comply with directives from law
10enforcement officials.
SB125,2,1211 (c) The legal rights of an individual in interactions with law enforcement

SB125,2 13Section 2 . 118.40 (2r) (b) 2. m. of the statutes is created to read:

15includes a grade from 5 to 12, a requirement that the charter school's curriculum
16include the instruction required under s. 121.02 (1) (L) 9., so far as applicable, unless
17the charter school governing board elects not to include the instruction.

1developed under s. 115.28 (66) in at least 2 grades from 5 to 8 and in at least 2 grades
2from 9 to 12.
SB125,3,63 b. If the school board elects not to include instruction as provided under subd.
49. a., adopt a resolution making that election. Any election by a school board under
5this subd. 9. b. requires the affirmative vote of a majority of the full membership of
6the school board.
SB125,5 7Section 5 . Initial applicability.
SB125,3,98 (1) School boards. The treatment of s. 121.02 (1) (L) 9. first applies to
9curriculum for the 2025-26 school year.
SB125,3,1210 (2) Independent charter schools. The treatment of s. 118.40 (2r) (b) 2. m. and
11(2x) (b) 2. m. first applies to a contract that is entered into, renewed, or modified on
12the effective date of this subsection.
