Moved by Representative Snodgrass, seconded by Representative Armstrong that Clearinghouse Rule 23-010 be recommended for TO REQUEST, PURSUANT TO S. 227.19 (4) (B) 2., STATS., THAT THE AGENCY CONSIDER MODIFICATIONS TO CLEARINGHOUSE RULE 23-010, AND IF THE AGENCY DOES NOT AGREE TO CONSIDER MODIFICATIONS BY DECEMBER 24, THE COMMITTEE RECOMMENDS OBJECTION TO THE RULE IN PART, TO SECTIONS 1, 2, 3, 10, 11, 13, AND 16 ON THE GROUNDS THAT IT IS ARBITRARY, CAPRICIOUS AND IMPOSES UNDUE HARDSHIP, PURSUANT TO S. 227.19 (4) (D) 6., STATS.
