1An Act to create 20.455 (2) (fc) of the statutes; relating to: school safety
2grants and making an appropriation. Analysis by the Legislative Reference Bureau
This bill requires the Office of School Safety in the Department of Justice to establish a competitive grant program that is open to public and private schools for grants to improve the safety of school buildings and to provide security training to school personnel. In administering the program, the Office of School Safety must give preference to applicants that have not yet received a school safety grant from DOJ. The bill provides $30,000,000 for these grants and specifies that the maximum amount DOJ may award to an applicant is $20,000. The bill also requires the Office of School Safety to submit an annual report related to these grants to the Joint Committee on Finance.

1Section 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, 2insert the following amounts for the purposes indicated: SB41-SSA1,27Section 2. 20.455 (2) (fc) of the statutes is created to read: SB41-SSA1,2,10820.455 (2) (fc) School safety competitive grants. As a continuing 9appropriation, the amounts in the schedule for grants under 2025 Wisconsin Act .... 10(this act), section 3 (1). SB41-SSA1,2,1212(1) School safety competitive grant program. SB41-SSA1,2,1313(a) In this subsection: SB41-SSA1,2,14141. “Office” means the office of school safety in the department of justice. SB41-SSA1,2,15152. “Private school” has the meaning given in s. 115.001 (3r). SB41-SSA1,2,16163. “Public school” has the meaning given in s. 115.01 (1). SB41-SSA1,2,17174. “Tribal school” has the meaning given in s. 115.001 (15m). SB41-SSA1,2,2018(b) 1. The office shall establish a competitive grant program to award grants 19to public, private, and tribal schools to improve the safety of school buildings and to 20provide security training to school personnel. SB41-SSA1,2,22212. In awarding grants under this paragraph, the office shall give preference to 22applicants that have not received a grant under s. 165.88. SB41-SSA1,3,2
13. The office may not award more than $20,000 to an applicant under the 2program established under subd. 1. SB41-SSA1,3,63(c) By July 31, 2026, and July 31, 2027, the office shall submit a report to the 4cochairpersons of the joint committee on finance providing an account of the grants 5awarded under this subsection during the previous fiscal year and the expenditures 6made with the grant moneys. SB41-SSA1,47Section 4. Effective date. This act takes effect on the day after publication, 8or on the 2nd day after publication of the 2025 biennial budget act, whichever is 9later.
