PI 34.028(2)(c)1. 1. The applicant holds the following degree:
PI 34.028(2)(c)1.a. a. For a teaching license, the applicant must hold a bachelor's degree or higher from an accredited college or university.
PI 34.028(2)(c)1.b. b. For a school social worker or school counselor license, the applicant must either hold a master's degree in the area of licensure or a bachelor's degree or higher from an institution and verification of enrollment in an approved program leading to the license for the assignment.
PI 34.028(2)(c)1.c. c. For a school psychologist license, the applicant must hold a master's degree in the area of licensure and verify enrollment in an approved program leading to the school psychologist license.
PI 34.028(2)(c)2. 2. The applicant's employing school district, CESA, charter school, or private school conducted a search for a fully licensed candidate and no fully licensed candidates were acceptable for the assignment.
PI 34.028(2)(c)3. 3. The district administrator of the employing school district, or the administrator of the CESA, charter school, or private school, submitted a written request to the state superintendent on behalf of the applicant on a form provided by the department.
PI 34.028(2)(d) (d) Speech-language pathologist. Notwithstanding par. (a), for a tier I license in speech-language pathology, the applicant holds a master's degree and a valid speech-language pathologist license issued by the hearing and speech examining board.
PI 34.028(2)(e) (e) Clinically-trained social worker. Notwithstanding par. (a), for a tier I license as a clinically-trained social worker, the applicant holds a master's degree in social work and a valid social work certificate or license issued by the social worker section of the marriage and family therapy, professional counseling, and social work examining board.
PI 34.028(3) (3)Duration. A license issued under this section may be valid for 1 year.
PI 34.028(4) (4)Renewal.
PI 34.028(4)(a) (a) Subject to s. PI 34.039, a license issued under sub. (2) (a) or (c) may be renewed if the district administrator of the employing school district requests renewal and one of the following occurs during the term of the license:
PI 34.028(4)(a)1. 1. The license holder under sub. (2) (c) is enrolled in an approved program and successfully completed at least 6 semester credits or the equivalent in the program.
PI 34.028(4)(a)2. 2. The license holder under sub. (2) (a) or (c) who completed all of the coursework or its equivalent in the approved program attempted to complete all of the tests required for licensure.
PI 34.028(4)(a)3. 3. If the license holder under sub. (2) (a) or (c) does not meet the requirements under subd. 1. or 2., the district administrator of the employing school district submits to the state superintendent a written plan that demonstrates, by clear and convincing evidence, that the license holder will complete all of the licensure requirements.
PI 34.028(4)(b) (b) A license under sub. (2) (d) may be renewed if the applicant continues to meet the requirements under sub. (2) (d) and has not yet become eligible for tier II licensure under s. PI 34.040.
PI 34.028(4)(c) (c) A license under sub. (2) (e) may be renewed if the applicant continues to meet the requirements under sub. (2) (e) and has not yet become eligible for tier II licensure under s. PI 34.040.

PI 34.029 PI 34.029 Tier I, 3-year district sponsored license with stipulations.
PI 34.029(1g)(1g)Definition. In this section, “residential school” means the Wisconsin educational services program for the deaf and hard of hearing, under s. 115.52, Stats., and the Wisconsin center for the blind and visually impaired, under s. 115.525, Stats.
PI 34.029(1r) (1r)Authorization.
PI 34.029(1r)(a)(a) Except as provided in par. (b), a license issued under this section authorizes the license holder to teach in a subject area or grade level other than the subject area or grade level covered by the license holder's valid tier II, III, or IV license. A license issued under this section only authorizes the license holder to teach in the school district, CESA, or residential school which requested the license under sub. (2) (c).
PI 34.029(1r)(b) (b) A license issued under this section does not authorize the license holder to teach in any of the following subject areas:
PI 34.029(1r)(b)1. 1. Speech-language pathology under s. PI 34.047 (4).
PI 34.029(1r)(b)2. 2. Deaf and hard of hearing under s. PI 34.050.
PI 34.029(1r)(b)3. 3. Blind and visual impairment under s. PI 34.051.
PI 34.029(1r)(b)4. 4. American Indian language license under s. PI 34.055.
PI 34.029(1r)(b)5. 5. American Indian history, culture, and tribal sovereignty license under s. PI 34.056.
PI 34.029(1r)(b)6. 6. Bilingual-bicultural education under s. PI 34.078.
PI 34.029(1r)(b)7. 7. Driver education under s. PI 34.080.
PI 34.029(2) (2)Eligibility. The state superintendent may issue a tier I license in a new subject area or grade level or both to an applicant who meets all of the following requirements:
PI 34.029(2)(a) (a) The applicant holds a valid tier II, III, or IV teaching license.
PI 34.029(2)(b) (b) The applicant has at least one year of full-time teaching experience in the employing school district, CESA, or residential school.
PI 34.029(2)(c) (c) The district administrator of the employing school district or director of the employing CESA or residential school submits a written request to the state superintendent to issue the license. The written request shall provide assurances of the following:
PI 34.029(2)(c)1. 1. The employing school district, CESA, or residential school will provide appropriate professional development and supervision to assist the applicant in becoming proficient in the license program content guidelines or national standards for the new teaching license. The employing school district, CESA, or residential school may partner with an approved program to ensure the applicant attains proficiency in the content guidelines or national standards.
PI 34.029(2)(c)2. 2. The employing school district, CESA, or residential school will notify the department within 30 days if the license holder leaves the employment of the employing school district, CESA, or residential school.
PI 34.029(3) (3)Duration. Except as provided under s. PI 34.039, a license issued under this section is valid for 3 years unless the license holder leaves employment with the school district, CESA, or residential school which requested the license under sub. (2) (c) prior to the expiration of the license.
PI 34.029(4) (4)Nonrenewable. The department may not renew a license issued under this section in the same subject area or grade level through the same employing school district, CESA, or residential school.
PI 34.029(5) (5)Advancement. The state superintendent may issue a tier II or III license to an individual holding a license issued under this section if all of the following occur in no more than one year following the expiration of the license under this section:
PI 34.029(5)(a) (a) The license holder submits to the state superintendent an application for a license in the new subject area or grade level.
PI 34.029(5)(b) (b) The license holder submits evidence of proficiency in the license program content guidelines or national standards in the new subject area or grade level as determined by the department or the approved educator preparation program.
PI 34.029(5)(c) (c) The license holder submits evidence that the applicable statutory requirements in s. 118.19, Stats., have been met.
PI 34.029(5)(d) (d) The license holder submits evidence of at least one year of experience teaching under the terms of this license.

PI 34.030 PI 34.030 Tier I, guest teacher license.
PI 34.030(1) (1) Authorization. A license issued under this section authorizes the license holder to teach in the subject area and grade level of the license. The subject area and grade level of the license shall be determined by the state superintendent based on all of the following:
PI 34.030(1)(a) (a) The course work shown on the applicant's transcripts used as part of the institutional endorsement or the credential evaluation by an international credential evaluation agency. The international credential evaluation agency shall be approved by the state superintendent.
PI 34.030(1)(b) (b) The subject areas and grade levels of the license granted to the applicant by another country.
PI 34.030(1)(c) (c) The applicant's professional experience.
PI 34.030(2) (2)Eligibility. The state superintendent may issue a tier I license under this section to an applicant who meets all of the following requirements:
PI 34.030(2)(a) (a) The applicant holds the equivalent of a U.S. bachelor's degree, as verified by an international credential evaluation agency.
PI 34.030(2)(b) (b) The applicant has completed a teacher preparation program in another country, as verified by an international credential evaluation agency.
PI 34.030(2)(c) (c) The applicant's employing school district agrees to provide the applicant the mentoring required under s. PI 34.040 (5).
PI 34.030(3) (3)Duration. A license issued under this section is valid for 3 years.
PI 34.030(4) (4)Renewal. A license issued under this section may be renewed once at the request of the employing school district.

PI 34.031 PI 34.031 Tier I, charter school license.
PI 34.031(1) (1) Authorization. A license issued under this section authorizations the license holder to teach in a non-virtual charter school in the subject area and grade level of the license or to be a principal in a non-virtual charter school.
PI 34.031(2) (2)Eligibility. The state superintendent may issue a tier I license under this section to an applicant who meets all of the following requirements:
PI 34.031(2)(a) (a) For a charter school teaching license, the applicant has a bachelor's degree from an accredited institution and has satisfactory content knowledge in the subject area of the license, as demonstrated by one of the following:
PI 34.031(2)(a)1. 1. Completion of a major or minor at an accredited institution in the subject area of the license.
PI 34.031(2)(a)2. 2. Passing a content knowledge examination approved by the state superintendent in the subject area of the license.
PI 34.031(2)(a)3. 3. Passing an assessment process approved by the state superintendent in the subject area of the license.
PI 34.031(2)(b) (b) For a charter school principal license, the applicant meets all of the following requirements:
PI 34.031(2)(b)1. 1. The applicant holds a principal license or a similar license from another state that is in good standing.
PI 34.031(2)(b)2. 2. The applicant has completed at least three years of full-time classroom teaching.
PI 34.031(3) (3)Duration. A license issued under this section is valid for five years.
PI 34.031(4) (4)Renewal. A license issued under this section is renewable.

PI 34.032 PI 34.032 Tier I, short-term substitute teacher permit.
PI 34.032(1)(1)Authorization. A permit issued under this section authorizes the permit holder to teach as a short-term substitute in any subject and in any grade level.
PI 34.032(2) (2)Eligibility. The state superintendent may issue a tier I permit under this section to an applicant who meets one of the following:
PI 34.032(2)(a) (a) Trained substitute teacher. The applicant meets all of the following requirements:
PI 34.032(2)(a)1. 1. Holds an associate degree or a higher degree from an accredited college or university.
PI 34.032(2)(a)2. 2. Completed a substitute teacher training program approved by the state superintendent which provides training on all of the following:
PI 34.032(2)(a)2.a. a. Basic school district and school policies and procedures.
PI 34.032(2)(a)2.b. b. Age-appropriate teaching strategies.
PI 34.032(2)(a)2.c. c. Discipline, conflict resolution, and classroom management techniques.
PI 34.032(2)(a)2.d. d. Health and safety issues, including handling medical emergencies.
PI 34.032(2)(a)2.e. e. Techniques for starting a class.
PI 34.032(2)(a)2.f. f. The culture of schools and the teaching profession.
PI 34.032(2)(a)2.g. g. Working with lesson plans.
PI 34.032(2)(a)2.h. h. Working with children with disabilities, including confidentiality issues.
PI 34.032(2)(b) (b) Enrollment in an educator preparation program. The applicant meets all of the following requirements:
PI 34.032(2)(b)1. 1. Is at least 20 years of age.
PI 34.032(2)(b)2. 2. Is enrolled in a teacher preparatory program approved by the state superintendent under s. 115.28 (7) (a), Stats. For the purposes of this subdivision, enrollment means that the applicant has met all of the eligibility criteria for the approved educator preparation program as required by s. PI 34.018 (2) and is in the process of completing the requirements of the approved educator preparation program.
PI 34.032(2)(b)3. 3. Has successfully completed the minimum number of course credits required for the individual to have achieved junior level status if enrolled in a teacher preparatory program which awards a bachelor's degree.
PI 34.032(2)(b)4. 4. The individual has completed at least 15 hours of classroom observation in the clinical program of the of the educator preparation program as approved under s. PI 34.023 (1) and (2).
PI 34.032(3) (3)Duration. A permit issued under this section is valid for 3 years.
PI 34.032(4) (4)Renewal. A permit issued under this section is renewable.
