PI 34.029(5)(b) (b) The license holder submits evidence of proficiency in the license program content guidelines or national standards in the new subject area or grade level as determined by the department or the approved educator preparation program.
PI 34.029(5)(c) (c) The license holder submits evidence that the applicable statutory requirements in s. 118.19, Stats., have been met.
PI 34.029(5)(d) (d) The license holder submits evidence of at least one year of experience teaching under the terms of this license.

PI 34.030 PI 34.030Tier I, guest teacher license.
PI 34.030(1) (1)Authorization. A license issued under this section authorizes the license holder to teach in the subject area and grade level of the license. The subject area and grade level of the license shall be determined by the state superintendent based on all of the following:
PI 34.030(1)(a) (a) The course work shown on the applicant's transcripts used as part of the institutional endorsement or the credential evaluation by an international credential evaluation agency. The international credential evaluation agency shall be approved by the state superintendent.
PI 34.030(1)(b) (b) The subject areas and grade levels of the license granted to the applicant by another country.
PI 34.030(1)(c) (c) The applicant's professional experience.
PI 34.030(2) (2) Eligibility. The state superintendent may issue a tier I license under this section to an applicant who meets all of the following requirements:
PI 34.030(2)(a) (a) The applicant holds the equivalent of a U.S. bachelor's degree, as verified by an international credential evaluation agency.
PI 34.030(2)(b) (b) The applicant has completed a teacher preparation program in another country, as verified by an international credential evaluation agency.
PI 34.030(2)(c) (c) The applicant's employing school district agrees to provide the applicant the mentoring required under s. PI 34.040 (5).
PI 34.030(3) (3) Duration. A license issued under this section is valid for 3 years.
PI 34.030(4) (4) Renewal. A license issued under this section may be renewed once at the request of the employing school district.

PI 34.031 PI 34.031Tier I, charter school license.
PI 34.031(1) (1)Authorization. A license issued under this section authorizations the license holder to teach in a non-virtual charter school in the subject area and grade level of the license or to be a principal in a non-virtual charter school.
PI 34.031(2) (2) Eligibility. The state superintendent may issue a tier I license under this section to an applicant who meets all of the following requirements:
PI 34.031(2)(a) (a) For a charter school teaching license, the applicant has a bachelor's degree from an accredited institution and has satisfactory content knowledge in the subject area of the license, as demonstrated by one of the following:
PI 34.031(2)(a)1. 1. Completion of a major or minor at an accredited institution in the subject area of the license.
PI 34.031(2)(a)2. 2. Passing a content knowledge examination approved by the state superintendent in the subject area of the license.
PI 34.031(2)(a)3. 3. Passing an assessment process approved by the state superintendent in the subject area of the license.
PI 34.031(2)(b) (b) For a charter school principal license, the applicant meets all of the following requirements:
PI 34.031(2)(b)1. 1. The applicant holds a principal license or a similar license from another state that is in good standing.
PI 34.031(2)(b)2. 2. The applicant has completed at least three years of full-time classroom teaching.
PI 34.031(3) (3) Duration. A license issued under this section is valid for five years.
PI 34.031(4) (4) Renewal. A license issued under this section is renewable.

PI 34.032 PI 34.032Tier I, short-term substitute teacher license.
PI 34.032(1)(1)Authorization. A license issued under this section authorizes the license holder to teach as a short-term substitute in any subject and in any grade level.
PI 34.032(2) (2) Eligibility. The state superintendent may issue a tier I license under this section to an applicant who meets all of the following requirements:
PI 34.032(2)(a) (a) Holds an associate degree or a higher degree from an accredited college or university.
PI 34.032(2)(b) (b) Completed a substitute teacher training program approved by the state superintendent which provides training on all of the following:
PI 34.032(2)(b)1. 1. Basic school district and school policies and procedures.
PI 34.032(2)(b)2. 2. Age-appropriate teaching strategies.
PI 34.032(2)(b)3. 3. Discipline, conflict resolution, and classroom management techniques.
PI 34.032(2)(b)4. 4. Health and safety issues, including handling medical emergencies.
PI 34.032(2)(b)5. 5. Techniques for starting a class.
PI 34.032(2)(b)6. 6. The culture of schools and the teaching profession.
PI 34.032(2)(b)7. 7. Working with lesson plans.
PI 34.032(2)(b)8. 8. Working with children with disabilities, including confidentiality issues.
PI 34.032(3) (3) Duration. A license issued under this section is valid for 3 years.
PI 34.032(4) (4) Renewal. A license issued under this section is renewable.

PI 34.033 PI 34.033Tier I, long-term substitute teacher license.
PI 34.033(1)(1)Authorization. A license issued under this section authorizes the license holder to be either a short-term substitute teacher or a long-term substitute in the subject area or position and grade level of the license issued under subchs. VI, VII, and VIII, as determined by the license the applicant has held or is eligible to hold under this chapter or the equivalent license issued by another state.
PI 34.033(2) (2)Eligibility. The state superintendent may issue a tier I license under this section to an applicant who has held or is eligible to hold a license issued under subchs. VI, VII, and VIII or the equivalent license issued by another state.
PI 34.033(3) (3) Duration. A license issued under this section is valid for 5 years.
PI 34.033(4) (4) Renewal. A license issued under this section is renewable.

PI 34.034 PI 34.034Tier I, professional teaching permit.
PI 34.034(1)(1)Authorization. A license issued under this section authorizes the license holder to teach kindergarten through grade 12 in one of the following subject areas:
PI 34.034(1)(a) (a) American Sign Language. A license issued under this paragraph authorizes the license holder to teach American Sign Language under s. 118.017 (2), Stats.
PI 34.034(1)(b) (b) Art.
PI 34.034(1)(c) (c) Computer science.
PI 34.034(1)(d) (d) Foreign language.
PI 34.034(1)(e) (e) Mathematics.
PI 34.034(1)(f) (f) Music.
PI 34.034(1)(g) (g) Science.
PI 34.034(1)(h) (h) Technology education.
PI 34.034(2) (2) Eligibility. Except as provided in sub. (3), the state superintendent may issue a tier I license under this section to an applicant who meets all of the following requirements:
PI 34.034(2)(a) (a) Holds one of the following:
PI 34.034(2)(a)1. 1. A certificate issued by the American Sign Language Teachers Association which verifies teacher competency in instructing American Sign Language for a license sought under sub. (1) (a).
PI 34.034(2)(a)2. 2. A bachelor's degree in art for a license sought under sub. (1) (b).
PI 34.034(2)(a)3. 3. A bachelor's degree in computer science for a license sought under sub. (1) (c).
PI 34.034(2)(a)4. 4. A bachelor's degree in foreign language for a license sought under sub. (1) (d).
PI 34.034(2)(a)5. 5. A bachelor's degree in mathematics or engineering for a license sought under sub. (1) (e).
PI 34.034(2)(a)6. 6. A bachelor's degree in music for a license sought under sub. (1) (f).
PI 34.034(2)(a)7. 7. A bachelor's degree in science or engineering for a license sought under sub. (1) (g).
PI 34.034(2)(a)8. 8. A bachelor's degree in engineering for a license sought under sub. (1) (h).
PI 34.034(2)(b) (b) Meets the professional work experience requirements under s. 118.192 (2), Stats., in a subject area corresponding to the applicant's degree.
PI 34.034(2)(c) (c) Satisfactorily completed an alternate teacher training program consisting of approximately 100 hours of formal instruction in the application of modern curricula in the subject area sought under sub. (1).
PI 34.034(2)(d) (d) Received a passing score on a standardized examination under s. PI 34.021 (1) (c) 2. as determined by the state superintendent.
PI 34.034(3) (3) Duration. Except as provided under sub. (4), a license issued under this section is valid for 2 years.
PI 34.034(4) (4) Renewal. A license issued under this section may be renewed for additional 5-year periods if the license holder successfully completed teaching under the initial license's 2-year term as measured by positive references from the supervising teacher and building administrator.

PI 34.035 PI 34.035Tier I, 1-year administrator license.
PI 34.035(1)(1)Authorization. A license issued under this section authorizes the license holder to work as an administrator.
PI 34.035(2) (2) Eligibility. The state superintendent may issue a tier I license under this section to an applicant who meets all of the following requirements:
PI 34.035(2)(a) (a) The applicant has been admitted to an approved preparation program leading to licensure in the administrative position.
PI 34.035(2)(b) (b) The applicant submits a written plan to the state superintendent describing how the licensure program will be completed within two years. The plan shall be approved by an official from the approved preparation program and by the employing school board.
PI 34.035(2)(c) (c) The employing school board requests the license in writing.
PI 34.035(2)(d) (d) The applicant meets the experience requirements under s. PI 34.065 (4) if the applicant seeks authorization under sub. (1)to work as a principal, district administrator, director of instruction, director of special educator and pupil service, or reading specialist.
PI 34.035(2)(e) (e) The applicant holds a principal license under s. PI 34.066 if the applicant seeks authorization under sub. (1) to work as a district administrator.
PI 34.035(3) (3) Duration. A license issued under this section is valid for one year. If the school board under sub. (2) (a) requests the license in December, the license shall have an effective date of January 1 and an expiration date of December 31 of the following year.
PI 34.035(4) (4) Renewal. A license issued under this section may be renewed one time if all of the following occur:
PI 34.035(4)(a) (a) A written request is made by the employing school board by formal action.
PI 34.035(4)(b) (b) The applicant submits satisfactory evidence from the approved preparation program that the applicant has made satisfactory progress and can complete the approved program.
