1999 WISCONSIN ACT 60
An Act to consolidate, renumber and amend 13.83 (3) (a), (d) and (e); and to amend 13.83 (3) (title), 13.83 (3) (b) (intro.), 13.83 (3) (b) 1., 13.83 (3) (b) 2., 13.83 (3) (c) (intro.), 13.83 (3) (c) 1., 13.83 (3) (f) (intro.) and 165.90 (5) (c) of the statutes; relating to: the American Indian study committee.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
60,1 Section 1. 13.83 (3) (title) of the statutes is amended to read:
13.83 (3) (title) American Indian study committee Special committee on state-tribal relations.
60,2 Section 2. 13.83 (3) (a), (d) and (e) of the statutes are consolidated, renumbered 13.83 (3) (a) and amended to read:
13.83 (3) (a) The joint legislative council shall, in each biennium, create an American Indian study committee to study the problems and develop specific recommendations and legislative proposals relating to American Indians and the various Indian tribes in this state. (d) a special committee on state-tribal relations. The special committee shall study the problems of issues related to American Indians and the American Indian tribes and bands in this state in such fields as taxation, public welfare, education, highways and law enforcement. (e) and develop specific recommendations and legislative proposals relating to these issues. The special committee shall report, from time to time, report its findings and its legislative and other recommendations to the joint legislative council.
60,3 Section 3. 13.83 (3) (b) (intro.) of the statutes is amended to read:
13.83 (3) (b) (intro.) The special committee shall be composed of the following:
60,4 Section 4. 13.83 (3) (b) 1. of the statutes is amended to read:
13.83 (3) (b) 1. Six Not fewer than 6 nor more than 11 members appointed by the joint legislative council from names submitted by the Wisconsin federally recognized American Indian tribes and bands in this state or the Great Lakes inter-tribal council. The joint legislative council may not appoint more than one member under this subdivision based on the recommendation of any one American Indian tribe or band or of the Great Lakes inter-tribal council.
60,4m Section 4m. 13.83 (3) (b) 2. of the statutes is amended to read:
13.83 (3) (b) 2. Eight Not fewer than 6 nor more than 12 legislator members of the senate and assembly, including at least one member of the majority party and at least one member of the minority party from each house, appointed by the joint legislative council.
60,5 Section 5. 13.83 (3) (c) (intro.) of the statutes is amended to read:
13.83 (3) (c) (intro.) The actual and necessary expenses incurred in attending meetings of the special committee shall be paid as follows:
60,6 Section 6. 13.83 (3) (c) 1. of the statutes is amended to read:
13.83 (3) (c) 1. The joint legislative council shall pay the expenses incurred by the members appointed under par. (b) 1., in performing their functions on the special committee, from the appropriation under s. 20.765 (3) (e).
60,7 Section 7. 13.83 (3) (f) (intro.) of the statutes is amended to read:
13.83 (3) (f) (intro.) The special committee shall be assisted by a technical advisory committee composed of 7 members representing the following:
60,8 Section 8. 165.90 (5) (c) of the statutes is amended to read:
