An Act to repeal 16.54 (11m) and 20.370 (5) (dd); to amend 20.370 (5) (bx) and 20.370 (9) (iq); to repeal and recreate 20.370 (9) (iq); and to create 20.370 (5) (dd) and 59.25 (3) (rm) of the statutes; relating to: distribution of national forest income payments from the federal government and making appropriations.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
74,1 Section 1. 16.54 (11m) of the statutes, as created by 1999 Wisconsin Act 9, is repealed.
74,2 Section 2. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert the following amounts for the purposes indicated: - See PDF for table PDF
74,3 Section 3. 20.370 (5) (bx) of the statutes, as affected by 1999 Wisconsin Act 9, is amended to read:
20.370 (5) (bx) Resource aids — national forest income aids. All moneys received from the U.S. government for allotments to school districts counties containing national forest lands, and designated for the benefit of public roads in such counties, shall be distributed in proportion to the national forest acreage in each school district county as certified by the U.S. forest service. Such distribution shall be made annually within 60 days after receipt of the money from the federal government.
74,4 Section 4. 20.370 (5) (dd) of the statutes is created to read:
20.370 (5) (dd) Payments to certain towns; general fund. From the general fund, the amounts in the schedule to make the payments required under 1999 Wisconsin Act .... (this act), section 9 (1).
74,5 Section 5. 20.370 (5) (dd) of the statutes, as created by 1999 Wisconsin Act .... (this act), is repealed.
74,6 Section 6. 20.370 (9) (iq) of the statutes is amended to read:
20.370 (9) (iq) Natural resources magazine. All moneys received from subscriptions and other revenues generated by Wisconsin natural resources magazine, to be used for its production, handling and distribution and to make the payment required under 1999 Wisconsin Act .... (this act), section 9 (1).
74,7 Section 7. 20.370 (9) (iq) of the statutes, as affected by 1999 Wisconsin Act .... (this act), is repealed and recreated to read:
20.370 (9) (iq) Natural resources magazine. All moneys received from subscriptions and other revenues generated by Wisconsin natural resources magazine, to be used for its production, handling and distribution.
74,8 Section 8 . 59.25 (3) (rm) of the statutes is created to read:
59.25 (3) (rm) If the treasurer's county receives national forest income, distribute the income to the towns in the county in which national forest lands are situated, with each town to receive such proportion of the income as the area of national forest lands in the town bears to the area of the national forest lands in the entire county. Fifty percent of the amount received by any town shall be expended by the town exclusively for the benefit of roads therein.
74,9 Section 9 . Nonstatutory provisions.
(1) Payments to certain towns. No later than June 30, 2000, the secretary of natural resources shall distribute $1,354,400 from the appropriation account under section 20.370 (5) (dd) of the statutes, as created by this act, and $451,400 from the appropriation account under section 20.370 (9) (iq) of the statutes, as affected by this act, to towns that were eligible to receive national forest income payments under section 59.25 (3) (r), 1997 stats., during the 1998-99 fiscal year. The secretary shall distribute the moneys to the towns according to the criteria required for the distribution of national forest income payments under section 59.25 (3) (r), 1997 stats.
74,10 Section 10. Effective dates. This act takes effect on the day after publication, except as follows:
(1) Payments to certain towns. The repeal of section 20.370 (5) (dd) of the statutes and the repeal and recreation of section 20.370 (9) (iq) of the statutes take effect on July 1, 2000.
