An Act to repeal 560.25 (3); and to amend 20.143 (1) (ie) and 560.25 (4) of the statutes; relating to: manufacturing extension center grants and making an appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

Wisconsin development fund, repayments. All moneys received in repayment of grants or loans under s. 560.085 (4) (b), 1985 stats., s. 560.147, s. 560.16, 1995 stats., s. 560.165, 1993 stats., subch. V of ch. 560 except s. 560.65,

No moneys may be encumbered under this paragraph for grants under s. 560.25 after June 30, 2003.

Section 1m. 560.25 (3) of the statutes is repealed.

2. 560.25 (4) of the statutes is amended to read:
560.25 (4) Limit on grants. The Beginning with fiscal year 2004-05, the department may not award
more than $1,000,000 $1,500,000 in grants under this section in a each fiscal year.

Appropriation changes.
(1) Manufacturing extension center grants.
(a) In the schedule under section 20.005 (3) of the statutes for the appropriation to the department of commerce under section 20.143 (1) (fj) of the statutes, as affected by the acts of 2003, the dollar amount is increased by $750,000 for fiscal year 2003-04 and the dollar amount is increased by $750,000 for fiscal year 2004-05 to increase funding for the purpose for which the appropriation is made.
(b) In the schedule under section 20.005 (3) of the statutes for the appropriation to the department of commerce under section 20.143 (1) (c) of the statutes, as affected by the acts of 2003, the dollar amount is decreased by $1,500,000 for fiscal year 2003-04 to decrease funding for the purpose for which the appropriation is made.
