(j), each owner or operator using a solvent recovery device to control emissions shall do one of the following:

(a) The owner or operator of each solvent recovery system used to control one or more product and packaging rotogravure or wide-web flexographic presses for which the owner or operator chooses to perform a liquid-liquid material balance under
sub. (4) (a) 1. shall determine the organic HAP emissions for those presses controlled by that solvent recovery system according to one of the following:
