19school's teachers and administrators and school district residents, review the
20school's current curriculum to determine how well it promotes pupil academic
21achievement and prepares pupils for life and work and the extent to which it includes
22the contributions of women and minorities to our history and culture.

24accurate and relevant to the lives of the pupils and provide a schedule for
25accomplishing those changes.

14. Encourage the school's teachers and administrators to participate in
2training designed to help them learn about multicultural education and how to
3infuse it into the curriculum to help improve pupil academic achievement.
AB150-ASA,1392,64 (d) Staff development and accountability. 1. Develop a one-year program for
5all newly hired employes that helps them make the transition from their previous
6employment or school to their current employment.
AB150-ASA,1392,77 2. Provide time for employes to collaborate and plan.
AB150-ASA,1392,128 3. Require that each teacher and administrator submit to the school board a
9professional development plan that focuses on how the individual will help improve
10pupil academic achievement. The plan shall include a method by which the
11individual will receive evaluations on the success of his or her efforts from a variety
12of sources.
AB150-ASA,1392,1413 4. Regularly review staff development plans to determine if they are effective
14in helping to improve pupil academic achievement.
AB150-ASA,1392,1615 5. Establish an evaluation process for professional staff members that does all
16of the following:

AB150-ASA,1392,1818 b. Clearly describes areas in need of improvement.
AB150-ASA,1392,1919 c. Includes a support plan that provides opportunities to learn and improve.

AB150-ASA,1392,2221 e. Allows professional staff members to comment on and contribute to revisions

AB150-ASA,1392,2423 f. Provides for the dismissal of professional staff members whose failure to
24learn and improve has been documented over a 2-year period.

1(4) Other contract provisions. Each achievement guarantee contract shall
2include all of the following:

4sub. (3), including any alternative class configurations for specific educational
5activities that may be used to meet the class size requirement under sub. (3) (a).
AB150-ASA,1393,76 (b) A description of the method that the school district will use to evaluate the
7academic achievement of the pupils enrolled in the school.
AB150-ASA,1393,118 (c) A description of the school's performance objectives for the academic
9achievement of the pupils enrolled in the school and the means that will be used to
10evaluate success in attaining the objectives. Performance objectives shall include all
11of the following:

13administered to pupils under s. 121.02 (1) (r).
AB150-ASA,1393,1414 2. The attainment of any educational goals adopted by the school board.

AB150-ASA,1393,1817 4. Methods by which the school involves pupils, parents or guardians of pupils
18and other school district residents in decisions affecting the school.
AB150-ASA,1393,2019 (d) A description of any statute or rule that is waived under s. 118.38 if the
20waiver is related to the contract.
AB150-ASA,1393,2221 (e) A description of the means by which the department will monitor
22compliance with the terms of the contract.
AB150-ASA,1393,25 23(5) Annual review; noncompliance. (a) At the end of the 1996-97 school year,
24the department may terminate a contract if the department determines that the
25school board has failed to fully implement the provisions under sub. (3).

1(b) At the end of the 1997-98, 1998-99 and 1999-2000 school years, a
2committee consisting of the state superintendent, the chairpersons of the education
3committees in the senate and assembly and the individual chiefly responsible for the
4evaluation under sub. (7) shall review the progress made by each school for which
5an achievement guarantee contract has been entered into. The committee may
6recommend to the department that the department terminate a contract if the
7committee determines that the school board has violated the contract or if the school
8has made insufficient progress toward achieving its performance objectives under
9sub. (4) (c). The department may terminate the contract if it agrees with the
10committee's recommendation.
AB150-ASA,1394,12 11(6) State aid. (a) In this subsection, "amount appropriated" means the amount
12appropriated under s. 20.255 (2) (cu) in any fiscal year less $250,000.
AB150-ASA,1394,1513 (b) From the appropriation under s. 20.255 (2) (cu), subject to par. (c), the
14department shall pay to each school district that has entered into a contract with the
15department under this section an amount determined as follows:

13. In the 1998-99, 1999-2000 and 2000-01 school years, divide the amount
2appropriated by the number of low-income pupils enrolled in grades kindergarten
3to 3 in each school in this state covered by contracts under this section and multiply
4the quotient by the number of pupils enrolled in those grades in each school in the
5school district covered by contracts under this section.
AB150-ASA,1395,96 (c) The amount paid to a school district in any school year under par. (b) may
7not exceed an amount equal to $2,000 multiplied by the number of low-income pupils
8enrolled in grades eligible for funding in each school in the school district covered by
9contracts under this section.
AB150-ASA,1395,1110 (d) The school board shall use the aid under this section to satisfy the terms of
11the contract.
AB150-ASA,1395,1412 (e) The department shall cease payments under this section to any school
13district if the school board withdraws from the contract before the expiration of the
14contract.

16arrange for an evaluation of the program under this section and shall allocate from
17the appropriation under s. 20.255 (2) (cu) $250,000 for that purpose.

5pupils and that gives no other preferences except those approved by the board.
AB150-ASA,1400,76 3. A statement describing how the plan will serve the needs of low-academic
7achievers and pupils from low-income families.

AB150-ASA,1400,11 9(3) Any pupil enrolled in the school district operating under this chapter may
10attend, at no charge, any private school or agency with which the board has
11contracted under sub. (1) if space is available in the private school or agency.
AB150-ASA,1400,15 12(4) The board shall establish appropriate, quantifiable performance standards
13for pupils at each private school or agency with which it contracts in such areas as
14attendance, reading achievement, pupil retention, pupil promotion, parent surveys,
15credits earned and grade point average.
AB150-ASA,1400,19 16(5) Annually, the board shall monitor the performance of the program under
17this section. The board may use the results of standardized basic educational skills
18tests to do so. The board shall include a summary of its findings in its annual report
19to the state superintendent under s. 119.44.
