ASSEMBLY AMENDMENT 14, To ASSEMBLY SUBSTITUTE AMENDMENT 2, To 1995 ASSEMBLY BILL 37

AB37-ASA2-AA14,1,1 At the locations indicated, amend the substitute amendment as follows:

AB37-ASA2-AA14,1,3 1. Page 1, line 5: after "law" insert ", officers and staffing of legislative party caucuses, legislative committee clerks".

AB37-ASA2-AA14,1,4 2. Page 11, line 3: after that line insert:

AB37-ASA2-AA14,1,5 " Section 18e. 13.195 of the statutes is created to read:

AB37-ASA2-AA14,1,10 13.195 Party caucuses. The members of each political party in each house of the legislature shall select a member to serve as caucus chairperson. Each caucus chairperson may employ one person under s. 13.20 (1) to serve as caucus director. The position of caucus director shall be assigned to a pay range that is comparable to the pay range to which committee clerks are assigned.

AB37-ASA2-AA14, s. 18f Section 18f. 13.20 (1) and (2) of the statutes are amended to read:

AB37-ASA2-AA14,2,4 13.20 (1) Number and pay range of legislative employes. The legislature or either house thereof may employ under the unclassified service such policy research personnel, assistants to legislators, research staff assigned to legislative committees and party caucuses and such clerical, professional or other assistants as in the judgment of the joint committee on legislative organization or the committee on organization in each house are necessary to enable it to perform its functions and duties and to best serve the people of this state. In addition, each caucus chairperson may employ one individual to serve as caucus director under s. 13.195.

AB37-ASA2-AA14,2,15 (2) Pay ranges; duration of employment. All Except as provided in s. 13.195, all legislative employes shall be paid in accordance with the compensation and classification plan for employes in the classified civil service within ranges approved by the joint committee on legislative organization. The secretary of employment relations shall make recommendations concerning a compensation and classification schedule for legislative employes if requested to do so by the joint committee on legislative organization or by the committee on organization of either house. If the joint committee does not approve pay ranges for legislative employes, the committee on organization of either house may approve pay ranges for its employes. Appointments shall be made for the legislative session, unless earlier terminated by the appointing officer.

AB37-ASA2-AA14, s. 18g Section 18g. 13.45 (8) of the statutes is created to read:

AB37-ASA2-AA14,2,20 13.45 (8) Clerk. The joint committee on legislative organization, for joint standing committees, and the committee on organization of each house, for standing committees of that house, shall assign a committee clerk, who shall keep the records of the committee.".

AB37-ASA2-AA14,2,23 (1) Assembly.

AB37-ASA2-AA14,3,3 (a) The authorized FTE positions for the assembly, funded from the appropriation under section 20.765 (1) (a) of the statutes, are decreased by 7.0 GPR positions on January 1, 1996, to reduce staffing of party caucuses.

AB37-ASA2-AA14,3,6 (b) The authorized FTE positions for the assembly, funded from the appropriation under section 20.765 (1) (a) of the statutes, are decreased by 7.0 GPR positions on January 1, 1998, to reduce staffing of party caucuses.

AB37-ASA2-AA14,3,9 (c) The authorized FTE positions for the assembly, funded from the appropriation under section 20.765 (1) (a) of the statutes, are decreased by 14.0 GPR positions on January 1, 2000, to reduce staffing of party caucuses.

AB37-ASA2-AA14,3,10 (2) Senate.

AB37-ASA2-AA14,3,13 (a) The authorized FTE positions for the senate, funded from the appropriation under section 20.765 (1) (b) of the statutes, are decreased by 5.0 GPR positions on January 1, 1996, to reduce staffing of party caucuses.

AB37-ASA2-AA14,3,16 (b) The authorized FTE positions for the senate, funded from the appropriation under section 20.765 (1) (b) of the statutes, are decreased by 5.0 GPR positions on January 1, 1998, to reduce staffing of party caucuses.

AB37-ASA2-AA14,3,19 (c) The authorized FTE positions for the senate, funded from the appropriation under section 20.765 (1) (b) of the statutes, are decreased by 10.0 GPR positions on January 1, 2000, to reduce staffing of party caucuses.".
