AB73-SSA1,1,2 1An Act to amend 21.49 (3) (b) 1. of the statutes; relating to: national guard
2tuition grants and making an appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB73-SSA1, s. 1 3Section 1. 21.49 (3) (b) 1. of the statutes is amended to read:
AB73-SSA1,1,54 21.49 (3) (b) 1. Be submitted to the department for approval of payment no later
5than 6 months 90 days after the completion date of the course;
AB73-SSA1, s. 2 6Section 2. Nonstatutory provisions.
AB73-SSA1,2,47 (1) (a)  Notwithstanding section 21.49 (2) of the statutes and section 21.49 (3)
8(b) 1. of the statutes, as affected by this act, tuition grants provided from the
9appropriation under section 20.465 (2) (a) of the statutes for fiscal year 1994-95 shall
10be limited to national guard members who are in pay grades of E-6 or below, W-2
11or below and O-3 or below. To receive a grant under this subsection, a national guard
12member in pay grades of E-6 or below shall apply no later than 60 days after the
13effective date of this paragraph and a national guard member in pay grades of W-2
14or below or O-3 or below shall apply no later than 80 days after the effective date of

1this paragraph. Notwitstanding section 21.49 (3) (d) of the statutes, if moneys are
2insufficient to provide grants to national guard members who are in pay grades of
3E-6 or below equal to the 50% level under section 21.49 (3) (a) of the statutes, the
4amounts shall be prorated among all of those in pay grades E-6 or below who apply.
AB73-SSA1,2,145 (b)  Notwithstanding section 21.49 (2) of the statutes, and section 21.49 (3) (b)
61. of the statutes, as affected by this act, any moneys remaining in the appropriation
7under section 20.465 (2) (a) of the statutes for fiscal year 1994-95 after payments are
8made to national guard members in pay grades of E-6 or below shall be used to pay
9grants to national guard members who are in pay grades of W-2 or below and O-3
10or below. Notwithstanding section 21.49 (3) (d) of the statutes, if moneys are
11insufficient to provide grants to national guard members who are in pay grades of
12W-2 or below and O-3 or below equal to the 50% level under section 21.49 (3) of the
13statutes, the amounts shall be prorated among all of those in pay grades W-2 or
14below and O-3 or below who apply.
AB73-SSA1,2,1815 (2) Notwithstanding section 20.001 (3) (a) of the statutes, the department of
16military affairs shall make the payment for any course completed before July 1, 1995,
17from the appropriation under section 20.465 (2) of the statutes for the 1994-95 fiscal
18year.

AB73-SSA1,2,2420 (1)  National guard tuition grants. In the schedule under section 20.005 (3)
21of the statutes for the appropriation to the department of military affairs under
22section 20.465 (2) (a) of the statutes, as affected by the acts of 1993 and 1995, the
23dollar amount is increased by $590,300 for fiscal year 1994-95 to provide additional
24tuition grants to national guard members.
